Research On Mechanism Of Urban Community Policing From The Perspective Of Collaborative Governance

In the urban community governance system,community policing is an significant component.Chinese Communist Party attaches great importance to community policing,and puts forward the idea of co-construction,sharing and co-governance in the overall social governance arrangement,which directs the way for community policing.Therefore,introducing the concept of collaborative governance into the practice of community policing is of great practical significance to promote the innovation of community policing,to improve the ability of community governance,and to further the improvement of China’s governance system.From the perspective of collaborative governance,community policing refers to a series of management activities that situate the public security agencies at the leading position,meanwhile giving full play to community organizations,non-governmental organizations,community enterprises and residents,in order to jointly build a special governance system and ensure the security and interests of community and public in general.It realizes the mechanism of responsibility-sharing,benefit-sharing,conflicts-solving and public order maintenance through equal consultation and resource sharing.Based on the theory of collaborative governance,using a sample from Tongxiang City,this paper studies the current situation of Tongxiang community policing mechanism encompassing the idea of collaborative governance.The paper uses the questionnaires,interview analysis and literature review to conduct in-depth research in the subject.From the perspective of governance mechanism,Tongxiang public security organ has basically realized the plurality-co-governance of community policing by means of the remodeling of the role of police officers,the enabling of information technology,the absorption of community forces,and the encouragement of policies and systems.However,in the process of promoting the sustainable development of coordinated governance of community policing,there are still some difficulties.This paper analyzes and discusses the problems faced by the community policing in Tongxiang City,and the results indicates that the weak awareness of cooperation and participation,lack of clarity on subject of liability,the confusion of the rights and responsibilities,the lack of efficiency of policing mechanism,the deficiency of police logistic capability,lack of channel of multi-body participation,and lack of motivation for police-public cooperation.And the reasons for the existing problems are analyzed in detail.Finally,this paper gives suggestions on urban community police management from the perspective of collaborative governance which include: to change the managerial concept of community policing,to clarify the responsibility of community policing stakeholders,to well-define rights and responsibilities,to optimize the current police operation mechanism,to improve police logistic.It is expected that these suggestions can achieve sound results in practice,and provide reference for the construction of urban community policing in Tongxiang City and similar urban environment,so as to promote the construction of harmonious urban community and create favorable conditions to deepen the social security governance system.
