Research On Promoting Mechanism Of Community Policing Service In Jinan City

Community policing is that the public security organs rely on the community,base themselves on the community,rely on the community,serve the community,combine the specialized work of the police with public participation and support,police administration with community self governance,police policing prevention with citizens’ self prevention,and police administrative law enforcement resources with the social resources of community organizations and other enterprises and ins titutions within the community,Form an effective cooperation mechanism of the police model.The modernization of grassroots governance is closely related to the community policing work.Based on the interpretation of the theories of grassroots governance and community policing,this paper strives to find the theoretical integration point of the latest research results of social governance to guide community policing work,which is of innovative significance.In addition,from the perspective of social governance,it provides a new systematic research idea for community policing,and puts forward community policing content with the clear goal of improving the modernization of grass-roots governance capacity,which has unique value for the improvement of community policing theory and the modernization system of grass-roots governance capacity.The study of community policing plays a positive role in the construction of the social security prevention and control system and the construction of a safe China.The study of community policing is conducive to continuously improving the work of public authorities in maintaining social stability,resolving social conflicts,preventing and combating crimes according to law,and has certain reference experience for other government departments to participate in social and community governance and jointly build a harmonious society,and is conducive to promoting multi-level Multi field social governance by law is conducive to the transformation of government functions and the integration of social resources to jointly promote these comprehensive projects of governance.Firstly,the author analyzed the necessity of promoting the modernization of municipal social governance in the new era,elaborated the prominent role of community policing in municipal governance,and clarified the relationship between them;Secondly,taking Jinan City as an example,it clarifies the responsibility orientation of community policing under the new situation,and expounds the evolution of community policing work in Jinan City since the 1980 s from the three dimensions of "the internal functions of public security organs,the strength of mass prevention and mass governance,and the construction of technical defense facilities",and analyzes the new requirements of the modernization of urban social governance on community policing work;Thirdly,from the five aspects of "police traction,social coordination,scientific and technological support,order rectification,and security prevention",this paper expounds the measures taken by the urban community police construction in Jinan under the background of the modernization of municipal social governance,and lists the typical models of community police construction in Jinan and the preliminary results achieved in view of the crux and problems faced by different types of communities;O n this basis,the author,by visiting the public security police,community masses,government staff,etc.,analyzes the current problems of urban community policing in Jinan from the four perspectives of "top-level design,collaborative governance,policy guarantee,and governance effectiveness",and systematically summarizes the causes of the problems from six aspects;In view of these problems,this paper puts forward countermeasures and suggestions to promote the construction of urban community policing from the perspective of municipal social governance from the four aspects of "governance system,policing traction,governance methods,and smart support".Finally,the author combines the full text research,puts forward the relevant research conclusions,and looks forward to strengthening community policing construction from the perspective of municipal social governance.
