| The policy of agricultural machinery purchase subsidy has been carried out since2004in China, which gives a major push to the process of agricultural mechanization.Achievements were notable over the implementing decade of the policy ofagricultural machinery purchase subsidy, which have been remarkable mechanizedagriculture and benefit major agricultural provinces and regions in China,however,problems about current policies and management models emerges. Especially,problems that duty crime after policies implemented from institutions of agriculturalmachinery management are particularly acute. To implement policies of strengthenagriculture and benefit farmers steadily, get farmers gain subsidies, promote new ruralconstruction and promote agriculture development, intensive studying on thebackground, status, characteristic and inducement about duty crime in the field ofagricultural machinery purchase subsidy is of great reference value to developprevention measures.Based on current the policy of agricultural machinery purchase subsidy, this paperanalyzes deeply the implement background, present situation, operation process andlegislation about duty crime in the field of the policy of agricultural machinerypurchase subsidy, then summarize the existing problem and loophole. Based onreviewing the status and developing trends, this paper defines the meaning of dutycrime on the policy of agricultural machinery purchase subsidy; summarize mainfeatures of duty crime on the policy of agricultural machinery purchase subsidy. Thispaper analyzes fields about improper utilize of power, perfect degree of the policysystem, regulation lacking and interest driving, then concludes the internal andexternal cause about duty crimes.
