Research On The Implementation Of Preferential Policies For Technological Small And Medium Enterprises In S District Of Qingdao City

In the past 40 years of reform and opening up,China’s private economy has played an increasingly important role in the development of the national economy,and has gradually become an important part of the sustainable and healthy economic development.The 20th Congress of the Party proposed to adhere to self-reliance in science and technology,thoroughly implement the strategy of innovation-driven development,and insist that science and technology are the primary productive force,the first resource in the talent market,and innovation is the primary driving force.It affirmed the important strategic position of scientific and technological innovation in economic development,social progress and even international competition.To realize the great rejuvenation of the Chinese nation,we must put scientific and technological innovation at the core of the country’s overall development,and concentrate on promoting scientific and technological innovation.Among them,private enterprises,represented by small and medium-sized science and technology enterprises,have the advantages of flexible development mechanism,huge development potential and sufficient innovation vitality.They are an important force for fostering new drivers of development and achieving high-quality economic development.Therefore,the implementation of strategic support and preferential policies for small and medium-sized science and technology enterprises will help to enhance the ability of scientific and technological innovation,promote industrial transformation and upgrading,and thus play an important role in stimulating regional economic vitality.With the outbreak of COVID-19 in 2020,many small and medium-sized technology enterprises have been impacted to a certain extent.In order to help enterprises tide over the difficulties of the epidemic,S District of Qingdao has issued several preferential policies for enterprises,with "timely rain",boosted the confidence of small and medium-sized enterprises and promoted economic recovery.As the political,economic,tourism and cultural center of Qingdao city,S District plays an important role.How to further optimize the favorable environment for enterprises under the background of the epidemic and make the favorable enterprise service policies truly implemented is an urgent problem to be solved at present.From the perspective of policy implementation,this paper intends to select small and medium-sized science-based enterprises in S District of Qingdao as the research object to investigate the implementation of the science and technology policies issued by S District,and focus on the current situation,existing problems,reasons and optimization countermeasures of small and medium-sized enterprises under the background of COVID-19.In this paper,we conducted unstructured interviews with 20 staff of government science and technology departments and the main principals of enterprises,and then issued questionnaires to more than 100 small and medium-sized science and technology enterprises for empirical investigation.Using the Smith model,the problems in the implementation process of science and technology preferential policies are studied from four aspects of policy implementation subject,enterprise,policy implementation environment and policy itself.Through the rooted coding of the interview data and combining with the results of the questionnaire,it is found that the main problems of the policy for the policy itself are the reduction of the policy preference,frequent revision,high threshold and small coverage,and the existence of policy conflicts;The executive department has problems such as setting conditions to restrict the implementation of the policy,the incentive items are affected by the superior’s assessment,the implementation process is cumbersome and the implementation lags behind;The low degree of policy participation is the main implementation problem of enterprises.In addition,there are also problems such as the lack of specialized policy researchers and institutions,inadequate understanding of policies and weak strength of enterprises;For the policy implementation environment,the impact of the COVID-19 is the most important problem,while the increasing financial revenue pressure and brain drain are also problems that cannot be ignored.Through comprehensive analysis of the reasons behind the problems,it is proposed that the quality of preferential policies should be improved through scientific and accurate formulation of preferential policies and broadening the channels for entrepreneurs to participate in policy formulation;To improve the policy execution of the competent departments from three aspects:strengthening comprehensive coordination and information sharing,optimizing the policy implementation mechanism,and improving the policy evaluation mechanism;Continuously optimizing the regional scientific and technological innovation environment,increasing financial support,and strengthening the support of scientific and technological SMEs under the normalization of epidemic prevention and control are powerful countermeasures and suggestions to optimize the policy implementation environment,explore effective ways to improve the policy implementation efficiency,and then provide reference and reference for the development and support of scientific and technological SMEs in the future.
