General Secretary Xi Jinping pointed out “The disabled are equal members of the big social family,an important force in the development of human civilization,an important force in adhering to and developing socialism with Chinese characteristics,and a key target of assistance for Chinese poverty alleviation."Promoting the employment of persons with disabilities is an important means to accelerate the progress of the well-off of persons with disabilities and to achieve the goal of"equality,participation and sharing" for persons with disabilities,and is a necessary way to build a new pattern of joint construction,co-governance and sharing.At present,my country has established a socialist employment security system for the disabled with Chinese characteristics,and formed a diversified and subjective leadership system and working mechanism for the disabled undertakings under the leadership of the party committee,government responsibility,social participation and the full play of disabled people’s organizations.A relatively complete system of laws,regulations and policies for persons with disabilities has been established.However,the problem of unbalanced and inadequate employment development for the disabled is still more prominent,which is manifested in the obstruction of the implementation of the employment policy for the disabled,which affects the yearning of the disabled for a better life.Therefore,this research takes the implementation of the employment policy for persons with disabilities as the starting point for research,in order to achieve the purpose of promoting the employment of persons with disabilities in X city.This research is composed of six parts.Chapter One Introduction summarizes foreign and domestic scholars’ research on employment of persons with disabilities,introduces the main research methods used in this study,namely questionnaire survey and interview methods,and the feasibility and necessity of Smith policy implementation theory as a theoretical tool Perform analysis.The second chapter is the core concept and theoretical basis of the employment policy for persons with disabilities,explaining related concepts such as policy implementation block,employment policy for persons with disabilities and protection for persons with disabilities.Chapter 3 introduces the specific employment policies for disabled persons in X city based on the official website of the Disabled Persons’ Federation of H Province and X City,the official data of the X Civil Affairs Bureau in the past five years,the collected 80 valid questionnaires and the interviews with relevant personnel.The basic employment situation and the implementation status of the employment policy for the disabled.The fourth chapter analyzes the specific performance of the implementation of the employment policy for the disabled in X city from the four aspects of the policy itself,the policy implementation subject,the policy implementation object and the policy implementation environment.The fifth chapter analyzes the specific performance of the implementation of the policy for the disabled in the policy formulation level,the policy agency implementation level,Four aspects at the target group level and the policy environment level are to conduct an in-depth analysis of the reasons why the employment policy for the disabled in X City is blocked.In Chapter 6,this research provides countermeasures for the obstacles in the implementation of the employment policy for the disabled in City X.First,to improve and increase the implementation benefits of the employment policy for the disabled in City X requires a sound and standardized scientific and standardized employment policy system for the disabled;secondly,to improve the implementation of the policy implementation agency.The degree of attention;finally,multiple measures are taken to improve the quality of the disabled group and optimize the implementation environment of the employment policy for the disabled.
