The Constitution establishes the right of all citizens to equal treatment according to law.Disabled persons and ordinary citizens should enjoy equal rights and interests in politics,economy,culture,education,society and family.Civil rights are sacred,and the rights of the disabled are not allowed to be violated.Thus,it can be seen that ensuring the disabled to enjoy their basic rights is a concrete manifestation of the humanitarian spirit.The employment rights of the disabled are of particular importance to the disabled.Promoting the employment development of the disabled can not only improve their living standards,but also realize their pursuit of self-worth and enhance their sense of happiness and gain.However,as a social vulnerable group,the physical and mental development level of the disabled is different from that of the healthy people,and there are gaps and defects in different degrees.Therefore,the employment rate and income level of the disabled are often far lower than those of other healthy people.At the same time,the society has obvious cognitive bias against the disabled,which has triggered a series of problems in political,economic,cultural and other social dimensions,making it more difficult for the disabled to participate in employment and achieve social integration.Firstly,this paper compares and analyzes the research status at home and abroad,summarizes and summarizes the literature in this field,which is the basis of the research direction of this paper.As the largest city in China,Shanghai’s social security and social welfare level is basically ahead of that of the whole country.In particular,the cause of disabled people in Shanghai has a strong guiding significance nationwide.During the "13th Five Year Plan" period,this field is advancing rapidly.In July 2021,the General Office of Shanghai Municipal People’s Government issued the "Fourteenth Five Year Plan" for the Development of Shanghai’s Disabled Persons.This paper focuses on the disabled groups with labor capacity in Shanghai,collects the data on the development of the cause of the disabled in Shanghai in 2020 and the past years,collates the laws and regulations of Shanghai to promote the employment of the disabled,and raises the problems that the localization policy of existing laws and regulations is not perfect,the implementation is not enough,and the participants are not well connected.The problems in the employment of the disabled in Shanghai are analyzed from three levels.At the government level,there are narrow employment channels,limited employment posts,and imperfect capital collection links.At the social level,there are discrimination against the disabled,imperfect third-party employment service institutions,and insufficient information accessibility.At the level of the disabled themselves,there are problems with their employment quality,their psychological state,and their family status.On this basis,this paper combines Maslow’s hierarchy of demand theory,empowerment theory,Smith model theory with the implementation of the employment policy for the disabled as an innovation,and puts forward suggestions-the government should broaden the employment channels for the disabled,develop targeted employment posts for the disabled,improve the employment ability of the disabled,do a good job in financial security,and improve participation and integration;Social media should promote the positive image of the disabled,and enterprises should take social responsibility to let "Internet plus" help the disabled obtain employment;The disabled should actively improve their comprehensive quality,establish employment confidence,and establish a correct concept of job selection.The author expects to provide some suggestions for promoting the employment development of the disabled in Shanghai through this discussion.
