The Research On The Policy Implementation Of The Nursing Center For The Disabled

In the process of social development,the disabled care service institutions provide care services for the disabled,which is of great significance to reduce the economic pressure of the disabled and their families,and improve the basic quality of life and work quality of the disabled.However,China is the largest developing country in the world,and also the country with the largest number of disabled people.Facing the complexity of the disabled people,the achievements of the disabled care service institutions in carrying out the disabled care services are closely related to the implementation of relevant policies.Based on the theory of public policy implementation and the theory of public goods,this paper selects the community health center of Jinxia Street,Jinping District,Shantou City as an example,using Smith policy implementation process model,combined with the methods of literature analysis,in-depth interview,field survey and participatory observation,the effectiveness of the policy implementation of the institution is obtained.At the same time,aiming at the problems of insufficient funds,lack of professionals and single operation mode of Jinxia street community health center,this paper analyzes the policy implementation of Jinxia street community health center,including policy itself,policy implementation agencies,policy target groups and policy environment.Through the study of four aspects of the environment,it is concluded that the reasons for the above problems are mainly due to the lack of multi department linkage,perfect supervision,a mechanism to keep pace with the times: The implementation attitude of policy implementation agencies is negative and the propaganda is weak;the demand of the policy target group,that is,the disabled service object is complex,and the concept is still in the state of paying more attention to material needs than spiritual needs;the policy environment is located in the old urban area,which leads to the slow development of the economic environment,and is influenced by the traditional ideas of attaching importance to family ethics and clan blood relationship in Chaoshan area,public opinion of the disabled care is relatively backward.So there are four aspects in the implementation process of the disabled care policy in Jinxia community health center,such as the policy mechanism is not perfect,the main body of policy implementation has a negative attitude towards implementation,the concept of policy target group needs to be updated,the execution environment needs to be optimized.In view of the problems existing in the implementation of the disabled care service policy in Jinxia street community health center,this paper puts forward improvement suggestions from four aspects: policy itself,policy implementation agencies,policy target groups and policy environment:in view of the problems of the policy itself,it is suggested to continuously improve the policy of community health center,including actively linking the functions of departments,strengthening the supervision of policy implementation,and updating the policy content advance with the times specifically,aiming at the problem of policy target group,it is suggested to improve the comprehensive quality of the target group of policy implementation of community health center,including improving the information communication mechanism of various departments for the disabled,and increasing the support for the disabled;in view of the policy environment problems,it is suggested to strengthen efforts to create a good policy implementation environment for community health center,including actively integrating market operation resources and improving community barrier free supporting facilities.It is hoped that the suggestions can play a certain role in the policy implementation process of Jinxia street community health center,improve the content of disabled care service policy,improve the implementation effect of institutional policy,enhance the satisfaction of disabled service,and create policy implementation environment,so as to enhance the basic quality of life and self-confidence of the disabled,optimize the social security mechanism for the disabled,and promote the harmonious,stable and healthy development of China’s society.
