Abstract/Summary:
Since 2016,relevant departments have released the data related to the employment of disabled persons to the public through the Statistical Bulletin on the Development of the Cause of Disabled Persons in China.The total number of certified disabled person fell from 8.961 million to 8.617 million in China.It can be seen from this that the employment situation of the disabled in my country is relatively severe,and the employment problem needs an urgent solution.This paper takes W City as the research object,and analyzes the implementation of the employment policy for the disabled in W City by consulting relevant documents,conducting questionnaire surveys and interviews with the disabled and each implementing unit.Through analysis,we can find that the current implementation of the employment policy for disabled persons in W City mainly exist below problems: in the implementation of the centralized employment policy,there are problems in the development of welfare enterprises themselves,welfare enterprises exploiting regulatory loopholes for personal gain,and it is difficult for older disabled persons to find employment in enterprises;The implementation of the proportional employment policy has problems such as misinterpretation of the original intention of the policy,difficulty in collecting the security fund,and lack of supervision on the management and use of the security fund;the implementation of the individual employment policy has the problems of high requirements for the disabled,weak government support and poor sustainability.On this basis,through further analysis,it can be seen that the main reasons for the problems in the implementation of the disability employment policy in W City are: the scientificity of policy formulation need to be improved,the implementation of various executive agencies is weak,the comprehensive quality of employment for the disabled need to be strengthened and the policy environment is not conducive to the employment.According to the actual situation of W city and drawing on the good experience and practice of the cities of foreign developed countries in the implementation of employment policies for the disabled,several countermeasures and suggestions are put forward to improve the implementation efficiency of the employment policies for the disabled in various cities in China: The first is to further improve the employment policy for the disabled by refining policy terms,participating in the formulation of multiple parties,and forming a closed loop of multiple policies,to protect the employment rights of the disabled as much as possible;The second is to take measures to increase the number of disabled people receiving compulsory education,formulate more targeted training programs,and strengthen the mental health of disabled people to improve the comprehensive employability of the disabled;The third is to strengthen the guidance and supervision of relevant executive agencies such as enterprises and government units,and guide enterprises to provide employment for the disabled.At the same time,relevant supervision mechanisms must also keep up;Fourth,optimize the employment environment for disabled people,reduce discrimination and prejudice against disabled people,improve social services,and promote better integration of disabled people into society,so that employment policies can be better implement.
