Study On The Participation Of Community Social Organizations In Village Governance

Village governance is an important part of national governance system and plays an important role in promoting the modernization of national governance capacity.As the main body of village governance,community social organizations play an irreplaceable role in cultivating villagers’ public awareness,enhancing villagers’ participation in village public affairs,expanding the supply channels of village governance resources,and improving the quality of village public services.The Fifth Plenary Session of the 19 th CPC Central Committee proposed to "give play to the role of mass organizations and social organizations in social governance",and the Ministry of Civil Affairs also issued the "Opinions on vigorously cultivating and developing community social organizations".In this context,understanding the reality of community social organizations’ participation in village governance,finding out the problems existing in the process of community social organizations’ participation in village governance and putting forward targeted suggestions can effectively promote the participation of community social organizations in village governance and improve the level of village governance.Based on the field investigation of Chengdu arrow tower village,Mingyue village,Five-star village,Jining Ai’hu village,Shadi village,Yang Village,and villages of Tai’an City,Zibo city,Linyi city,Weifang,on the basis of through the methods of questionnaire and interviews,the community social organizations,the village committee staff personnel,the relevant person in charge of township government(street),the villagers to understand,And the participation of community social organizations in village governance is described and analyzed.First of all,this paper summarizes the active role of community social organizations in village governance,such as meeting the diverse needs of villagers,enhancing community awareness,promoting village harmony,and promoting village development.Secondly,from the research perspectives of “empowerment and empowerment”and “collaborative governance”,this paper finds out the problems existing in the process of community social organizations’ participation in village governance through sample comparative analysis,such as the limited field of participation,the narrow channels of participation and the lack of participation ability of community social organizations.Thirdly,in view of the problems existing in the process of community social organizations participating in village governance,this paper analyzes the causes,such as some grass-roots cadres do not fully understand the role and role of community social organizations,lack of professional social work agencies to help.Finally,on the basis of combing some experiences and practices of Jianta Community Development Center in Pujiang County,Chengdu in participating in village governance,and based on empowerment and empowerment theory and collaborative governance theory,this paper puts forward countermeasures and suggestions to promote the participation of community social organizations in village governance.For example,we should attach importance to the role and role of community social organizations,clarify the boundary between village committees and community social organizations,provide space and financial support for community social organizations to participate in village governance,and improve the participation ability of community social organizations.It is hoped that the above countermeasures and suggestions can provide a universal reference basis for promoting the better participation of community social organizations in village governance.
