Research On The Path Of Community Governance Of "Village To Residence" In Chenggong District Of Kunming City From The Perspective Of Empowerment Theory

In recent years,with the acceleration of urbanization and the transformation of a large number of rural communities into urban communities,the state has been emphasizing the innovation of grassroots social governance and strengthening the construction of community governance system.Community is the most basic unit of society,and community governance is the basic link of social grass-roots governance.It is necessary to give full power to residents as governance subjects,give play to residents’ subjective initiative to participate in governance,and realize effective community governance.With the urban construction and development of the new district and the relocation of rural communities,a large number of "village to live" communities have emerged in Chenggong District of Kunming City.As a new form of urban development,the governance level and efficiency of such communities have an important impact on the overall development of Chenggong District of Kunming City and the construction of social governance pattern.Therefore,from the perspective of empowerment theory,the study on community governance of "village change to residence" and the exploration and optimization of its governance path are conducive to solving social conflicts at the grassroots level and making up the short board of low public service level in "village change to residence" communities,which is of great significance to the construction of "national co-construction and sharing" social governance pattern in Chenggong District of Kunming City.Based on the theory of empowerment and literature research,questionnaire survey and interview,this paper investigates the basic reality of community governance of "village conversion to residence" in Chenggong District of Kunming City.It is found that there exist such problems as the imbalance of power and responsibility between government governance and community autonomy,insufficient participation of social forces in governance,complex problems of community collective economic development and economic disputes,insufficient public services provided by the government to the community,rural cultural characteristics are obvious of the community,and analyzes the causes of these problems.It mainly has the characteristics of "both city and village",complicated and highly mobile population,unscientific collective asset management,weak awareness of residents’ participation in governance,and influence of traditional rural culture.Referring to the successful governance experience of some typical "village conversion" communities in Chengdu,Ningbo and other places,and finally putting forward targeted and feasible countermeasures.The first one is mainly about "strengthening residents’ awareness of participation,promoting democratic consultation to resolve disputes,and encouraging residents to participate in volunteer service".Strengthening the path of government guiding residents to actively participate in community governance at the level of individual empowerment;Second,the main content is "improving the Party building to lead the community governance system,giving play to the role of social forces in governance,and building a pattern of multi-subject participation in governance",highlighting the path of government supporting multi-subject participation in community governance around the level of organization and empowerment.Three is the "to establish and perfect the system of community governance,promote collective economic scientific management,improve the community public service,create a special community culture atmosphere" as main content,around the level of community empowerment to encourage the government to optimize function coordination of participation in community governance path,improve chenggong district "village changed" community governance.
