The Practical Mechanism Of Effective Empowerment In Rural Community Governance

Community governance is an important basis for a country to realize governance modernization,but there are widespread problems in community governance,such as residents’ unwillingness to participate or low degree of participation,which will affect the effectiveness of community governance.Empowerment is considered to be an important way to promote the participation of community residents.Existing studies have proposed the elements,paths and mechanisms of empowerment from the perspective of community,focusing on how the community obtains empowerment.According to the meta-governance theory,the government is an important pole in community governance,and it is the provider of empowerment.From the analysis of this paper,it can be seen that the initiative empowerment of the county-level grass-roots government is conducive to the improvement of the effectiveness of community governance,but the current research lacks of attention to the empowerment provider.This paper focuses on the empowerment provider,the county-level grass-roots government.Firstly,from literature analysis,it concludes that the most important supply factors of grass-roots government in empowerment are resources,power and technology.Secondly,by comparing the effect of the project of community development fund in J county of Aba prefecture with the project of collective forest management by the board of directors in W county,the differences in the degree of community residents’ participation and selforganization sustainability were summarized.Thirdly,through the difference of resources,rights and technology supply in the two cases,this paper analyzes the reasons for the different effectiveness of community governance.Finally,through the comparative analysis of the difference of supply factors,the necessary conditions and practical mechanisms for the effective empowerment of grass-roots governments are summarized.From the point of view of the conditions for effective empowerment,the process of grassroots government empowerment needs: first,under the basic principle of "one core and pluralism",the multi-body cooperative consultation empowerment;Second,improve villagers’ sense of gain and stimulate their participation through complete resources and power empowerment;Third,through the introduction of refined technical services,balance the efficiency and cost of grassroots government empowerment,and assist communities to organize and participate in resource management.The practical mechanism for grassroots governments to empower communities to improve governance effectiveness is as follows: First,complete empowerment helps promote communities to accept their responsibilities,that is,the mechanism of simultaneous transfer of power and responsibility.Second,the fine operation service is conducive to the community residents to form a self-management and adjustment mechanism;Third,the introduction of technical services is conducive to the government and the community to form a joint mechanism of upper and lower empowerment.
