Research On Grid Management Of Urban Community In Liangshan County Of Jining City

Community grid management is a new community management mode actively explored and vigorously promoted in recent years,and it is an important innovation to adapt to the modern community management mode.It shifts the focus of grassroots government from regulatory government to providing convenient and efficient quality services for the masses.Since 2016,Liangshan County of Jining City began to work on urban community construction.At the beginning of community construction,the development mode of grid management was constructed.After more than four years of exploration and improvement,the basic framework,staffing and problem solving mode of grid management of urban community in Liangshan County was initially established.As a general county seat of third-tier cities,urban community development in Liangshan County of Jining City shows different development characteristics and stages compared with economically developed areas and mature areas of community development.How to apply the theories and advanced practical experience from the upper level to the management practice of small and medium-sized cities and counties?What resistance and characteristic problems will be encountered when learning and drawing lessons from the grid management mode of the community in big cities?How to effectively solve these problems through administrative,market,social and other means to improve the practical problems of grid management of urban communities in Liangshan County,the practical significance is more prominent.Paper uses the case analysis method,investigation method and comparative research,on the basis of summarizing the predecessors’ research results,for the region-jining beam makes an analysis of the present situation of the urban community grid management,find out the current beam grid of city community management,the problems of insufficient gap and reasons are analyzed.In the process of urban community development in Liangshan County,Jining City,there is a lack of special system guarantee,which can only be solved according to universal laws and regulations.Most of the staff are transferred from the former sub-district office,and there is a lack of full-time community workers and grid workers.The personnel training mechanism is not perfect,and the quality of personnel needs to be improved.The fund mainly comes from the government’s financial allocation,the source channel is single and there is the problem of irregular use;The construction of information infrastructure is not perfect,the coverage rate and utilization rate are low,and the further promotion of grid management is difficult.The public’s sense of participation in community affairs is weak.Finally,using the relevant knowledge of public management,according to local actual situation,integrating community grids management around the positive and effective exploration and experience,puts forward the countermeasures of further perfecting community grid management.Change management philosophy,balance the relationship between the government and NGOs,including the repositioning of the role of the government and the participation of diversified subjects;Strengthen the construction of grid management team;Increase financial support and improve the fund management system,including the establishment of a diversified community financial support system and through the improvement of the fund management system to provide institutional and long-term guarantee of fund investment;Combining grid management with serving the people and innovating autonomous mode;Establish and improve incentive,supervision and assessment mechanisms.
