Research On The Problems And Countermeasures Of Grid Management Of Grass Roots Government

As an innovative means of social governance,the implementation of community grid management meets the requirements of the central government for the modernization of national governance system and governance capabilities.It is conducive to the integration of residents into social life and the improvement of social service management.It is also an important means for the government to effectively integrate resources,improve efficiency and transform service management functions.Especially since the 19th National Congress of the Communist Party of China,the grid management has been used and appeared more in the vision of the masses,but is still in the primary stage of development and exploration.Problems,such as the difficulty of breaking government interest pattern,the uneven quality of grid members,the low degree of participation of the masses,and the insufficient capability of community autonomy,have become the bottleneck of grid management.Taking Xifu Town in Chengyang District of Qingdao as the research target,based on the seamless government theory,inter-organizational relationship theory and social governance theory in the Chinese context,this paper uses case analysis,questionnaire surveys and in-depth interview to explore the ways of optimizing grid management.This paper analyzes the current research status of grid management at home and abroad,introduces the origin and development process of grid management in Xifu Town of Chengyang District,as well as the setting and division of grid,personnel allocation and main systems,and shows the achievements of grid management in recent years.Then,on-site investigations were conducted on the current situation of grid management of the street,and the outstanding problems of grid management of the street under the new situation were analyzed in detail.On this basis,combined with the advanced case practices,the paper puts forward some countermeasures and suggestions,such as deepening the reform of government concept,strengthening the management of staff team,enhancing emotional identity of the masses,and promoting the construction of the system.
