Study On Urban Community Grid Management

Urban communities are grass-roots self-governing organizations of Party committees and governments at all levels to contact and serve the masses.They are also the "last mile" of urban governance.With the rapid progress of urbanization and the rapid expansion of cities,the needs of urban community residents are becoming more diverse and demanding.However,problems such as single service content,low quality and untimely response to residents’ demands are becoming increasingly prominent.The contradiction between supply and demand is more prominent,which impels the transformation and upgrading of community management.In order to break through the predicament and bottleneck of community management,some developed cities in China have tried first,combined with their own reality,and made bold attempts and positive explorations in innovating community management mode,trying to implement the grid management of urban communities,which has received good response and showed strong vitality,and has been widely promoted and used for reference.As a new approach to community management,grid management gradually shows its unique advantages and makes up for the shortcomings of traditional management methods.Although the grid management of urban communities has achieved some success,there is still room for improvement and improvement in top-level design,institutional mechanisms and specific operational practices.In the new era,the living standard of our residents has been greatly improved,and the residents put forward higher requirements and standards for a better life.Therefore,it is more urgent and necessary to optimize the grid management of urban communities.This paper studies and applies the new public management theory,governance theory,refined management theory and other public management expertise,and provides the necessary theoretical basis for the writing of the paper.At the same time,the paper adopts the methods of literature study,case study,questionnaire survey and individual interview to analyze the development status of grid management in G District of L city,Jiangsu coastal area where the author lives,summarizes the main methods and results,and points out the problems in the development process.Through the analysis of the existing problems and their causes,the paper puts forward some suggestions and solutions.From a practical point of view,the main problems of grid management in urban communities in G District include: grid division needs to be optimized,the overall quality of grid staff is not high,the linking mechanism needs to be improved,the participation of residents needs to be strengthened,the level of service quality needs to be improved and the platform construction needs to be improved.The main reasons for these problems include the serious tendency of administration and the mechanism of social participation.It has not yet been formed,information technology is lack of scientific application,and funding is not in place.On the basis of in-depth analysis of the reasons,this paper puts forward the direction and specific countermeasures to promote the grid management of urban communities in Area G,including promoting the "de-administration" of the grid management of communities,improving the social participation mechanism of grid management,promoting the construction of Community Grid Management Information platform,strengthening the team building of grid managers,and improving the operation mechanism system of grid work.It is hoped that this study can provide a reference for the next step to improve and enhance the capacity of Community Grid Management in G District,and provide necessary reference for other similar cities to implement community grid management.
