Research On The Elderly Care Service System Coordinated By Home,Community And Institution

With the improvement of economic development level in China,people’s average life expectancy continues to extend,the number of China’s elderly population is increasing,and the degree of population aging is deepening.There are a large number of disabled and semi disabled elderly in China,and there are also many mentally retarded elderly people.These elderly groups have an urgent need for care services.To provide comprehensive and continuous care services,complete the elderly care service system of China,and meet the diversified and multi-level care service needs of disabled,semi disabled and mentally retarded elderly are the requirements of safeguarding their right to survival and development,as well as the requirements of maintaining family harmony and social stability.With the development of family planning and the changes of the times,people’s fertility concept has gradually changed,the family structure has been shrinking,women are more and more involved in social production,the family gradually unable to bear the supply of care services,family care services gradually weakened.In order to reduce the burden of families and provide rich and diverse care services for the elderly,home care services,community care services,institutional care services and other care service models have sprung up to provide social care services for the elderly.Over the years,China has been artificially dividing home,community and institutional care services.The advantages of the three care services have not been fully utilized,leading to the waste of care resources,the increase in the operating costs of care service institutions,the quality of care services can not be improved,and the happiness and satisfaction of the elderly decline.As an important part of the elderly care service system,the development of elderly care service system should also emphasize the coordination of home,community and institutions,improve the integrated development of home,community and institutions,and perfect the convenience and integrity of elderly care services.Based on the current situation of the elderly care service system coordinated by home,community and institution in China,this article analyzes the problems existing in the elderly care service system coordinated by home,community and institution,and draws on the successful cases of foreign elderly care service system,and puts forward countermeasures and suggestions to improve the elderly care service system coordinated by home,community and institution in China.The elderly care service system in China has experienced three stages:separation of home,community and institution,mutual cooperation between home,community and institution,and mutual coordination of home,community and institution,which began to explore in 2019.At present,the elderly care service system in China is mainly based on home,community as the support,institutions as the support,focusing on home,community and institution cooperation,and developing towards the direction of home,community and institution coordination.Under the influence of imperfect system,lack of relevant policies and laws and regulations,separation of medical resources and care resources,lack of specific implementation path,and not yet established diversified financing mechanism,the elderly care service system coordinated with home,community and institution,the cooperation mechanism of coordinated development of the three,and care service connection There are some problems in connection with the platform,the construction of information sharing mechanism,the talent team construction of the three,and the matching of care service resources.Japan,the United States and the United Kingdom have developed the elderly care services for a long time,and established a relatively complete care service system.The regional comprehensive care service system in Japan,the comprehensive care service system in the United States and the integrated care service system in the United Kingdom have adopted relevant measures to build their own care services,such as integrating medical and care resources,establishing a unified qualification evaluation standard,establishing multidisciplinary care service teams,strengthening the construction of information technology,and establishing a multi-faceted financing mechanism led by the government.This article aims at the problems of the elderly care service system coordinated by home,community and institutions in China,and drawing on the relevant measures taken by Japan,the United States and the United Kingdom to build the elderly care service system coordinated by home,community and institutions in China,and put forward to improve the coordination of home,community and institutions for the elderly in China The specific measures of the nursing service system in the year include the formulation of nursing service related systems,laws and regulations,promoting the development of the care service industry to the direction of standardization and institutionalization,providing policy support and legal support;integrating the resources related to care services from institutions to re integrate the three to achieve effective docking;taking the community as the platform,giving full play to the role of the Internet to build a care service support network;establishing personal health records and residents’ health cards to strengthen the nationwide credit To provide comprehensive and complete care services for the disabled,semi disabled and mentally retarded elderly,and to meet the needs of the elderly,we should cultivate a multi-disciplinary and multi professional working team including general practitioners,general nurses,nursing staff,social workers,rehabilitators,nutritionists and psychological counselors.
