| At present,China has entered an aging society.With the increasing number of elderly population in China,the traditional family pension model faces severe challenges.In addition,existing institutional pensions are insufficient to meet the needs of the elderly and are inconsistent with the traditional concept of elderly care for the elderly.Adaptation,the community home-based pension model is gradually emerging,the community home-based pension is family-centered,community-based,professional service agency as the carrier,through the on-site service,day care or neighborhood mutual assistance service form for the elderly home Social care such as life care,rehabilitation care,medical care,and spiritual comfort are the main contents.In developed countries,there has been a relatively mature community home-based pension service system,but in China,especially in small towns,community home-based care for the elderly has not yet really developed.Therefore,this article conducts relevant investigations on the community home-based care services in the Qiaoxi District,Xingtai City,and proposes some countermeasures to promote the development of home-based care for the elderly in Qiaoxi District.Based on the theory of welfare pluralism,based on Maslow’s demand theory and new public service theory,a questionnaire survey and a combination of interviews were conducted to investigate 210 elderly people in Qiaoxi District community,Sunshine Community,Jinniu community and Spring West community in Xingtai,and 15 elderly in the community were interviewed.In addition,visited the relevant departments and community home Pension Service Center management staff and service personnel for interviews.From the three aspects of daily care demand,medical care demand,spiritual comfort and cultural and recreational demand,we understand the present demand of Xingtai Qiaoxi District elderly community at home and analyze the demand characteristics of the elderly in Qiaoxi District community for the Community Home Service.It is found that there are some problems such as the narrow coverage of community-aged service,the Xingtai of service personnel,the lack of community-aged service Fund and the lack of supervision of community-aged service in community at home.Based on the existing problems,this paper puts forward the establishment of a perfect endowment service mechanism,which mainly includes the mechanism of giving full play to the government security mechanism,the establishment of a perfect home pension service center and the improvement of professional quality of service personnel.The second is to carry out diversified service projects,mainly including the development of personalized service model,expanding to the painting of the old-age service platform,advocating the combination of the endowment model of medical care.The third is to encourage social forces to participate in community-aged services,mainly including nongovernmental non-profit organizations and social funds support.It provides useful practical guidance for the promotion of Xingtai urban Community home-aged service. |
