Study On The Construction Of Service System For The Day Care Service For The Elderly In The Universal Welfare Perspective

Family endowment, community support and institution pension has become the main methods of support for the elder people in China. However, a shortage in pension institutions has become more and more severe as the function of family endowment gradually declines. In addition, under the influence of traditional concepts, 90% of the elder people are more willing to choose family endowment as their pension other than the choice of the rest 10%, government pension. Thus, how to make the pension services from the government combine with family endowment, taking the advantage of communities and pension institutions, has become our high-priority problem to solve.Large numbers of professional pension services personnel for daily life care are in demand as the population of Empty Nester, disabled and highly-elder people accumulates. In addition, the per capita income of Chinese people is quite low compared to other developed countries, which result in an even lower income for the majority of elder people in China. Therefore, a family based, institutional supported day care center in the community could be a very efficient method to solve the problem in supporting the elder people’s life. At the same time, the appropriate universal welfare to create a new angle of view for the new pension system construction in China.With the principle of faieness and universal,the method satisfies not only the demand of elder people not leaving the family but also the lower requirement of family economic capacity. However, the development of day care centers for the elder people is not as smooth as expected due to some constraints and limitations.Based on the investigation in present day care centers in Erdao District in Changchun, systematic analyses were performed on the internal situation and external environment of these day care centers. Researches on the existing problems and development dilemma were also included. According to the result of the analyses and researches, constructive suggestions to promote the development of day care centers for the elder people were proposed.
