The Research On Community Social Organizations Participate In Community Governance ——A Case On The Zhujing Town In Shanghai

With the development of social organizations,the community social organizations as the main subcontractors of grass-roots government function transformations,the important participants of community affairs and one of the main body of community providers of public goods,play a crucial role to innovate community governance and form the governance model of cooperation between government and society.This research has important theory value and practical significance,through combine the community social organizations in the process of community governance required theoretical foundation with practice.In recent years,Shanghai innovation of social management,to strengthen the construction of the grass-roots practice more and more respected by all parties,and especially it has been an important measure of grassroots governance innovation to play a role in community social organizations to participate in community governance.This article excerpts the community social organizations in Zhujing Town of Jinshan District in Shanghai as the research object,selection methods such as literature research,case study and interview method,research and grasp the development situation of the communitysocial organizations in Zhujing Town of Jinshan District and their participation in community governance approach and function,etc.;And also by using the theory of governance,social capital theory,resource dependence theory,etc.,study and analysis the problems of the community social organizations,the causes and countermeasures in the process of community governance.Through the research that,we can found that Zhujing Town has explored the community social organizations to participate in community governance and has done many work in recent years.It has apparent effects on the cultivation and development of social organizations,participation in community governance path,etc.But the stage of social development,positioning of government function,information communication of political society,thinking of residents to a great degree limits the effect of the participation of the community social organizations.These problems above can be solved through explicating the positioning of government function,increase the hub type social organization of the community social organizations to support,establishing the unified information publishing platform.Moreover,community social organizations themselves should pay more attention to their own specification development and the reinforcement of the social ability,pay attention to foster ascension residents of community social organizations to participate in identity,through the ways such as developing community volunteer to further intensify community participation and efficiency.This study argues that in the development of social organizations and participate in the early stages of community governance,the government is still the leader of the community governance,at the same time to improve the community social organizations to participate in institutions and mechanisms,strengthen the community social organizations to foster responsibility guidance,supervision and evaluation,etc.The government and the community social organizations should trust each other,support each other,depend on each other,form a good partnership,so that the community pattern of diversity in governance can be improved,In order to build communities and realize "good governance" lay a solid foundation.
