Research On The Function Of Community-based Foundations In Nanjing From The Perspective Of Community Philanthropy

This research takes "community philanthropy" as the research horizon,uses "the function analysis paradigm",selects 5 representatives from the already established 10 community-baised foundations in Nanjing as the investigation cases,aims at the development vein of community-baised foundations in Nanjing,the function,difficulties and obstacles in the practice of community philanthropy are studied by using semi-structured interview method and literature analysis method,the root causes of the problems are analyzed and the sustainable development path of the community-baised foundations in Nanjing is explored.The study finds that the community-baised foundations of Nanjing have some"Chinese characteristics" in addition to its "Western genes".The localization solution path is explored which is the bottleneck of the development of the government and society based on the lack of resources for community social organizations and community philanthropy.It is concluded that the three basic characteristics of community-based foundations in community philanthropy activities are:"using local resources","mobilizing local stakeholders" and "proposing local solutions";The four main positive functions of community philanthropy are:"raising local resources and helping to make money for the community","responding to the needs of the community and funding charitable projects","promoting community governance and helping to build the community" and "integrating social organizations in response to government advocacy."The study points out three main problems in the process of developing the function of the investigation case from the flow of community philanthropy resources.Firstly,the community philanthropy resources are not active enough,the donor is short of living force;Secondly,the way of increasing the value of charitable assets is old,lack of community capital operation capacity;Thirdly,inadequate strategic support is response,temporary assistance link is absence.Limited to many reasons,such as government control,social cognition and professional restrictions,the number of community-based foundations that have been set up in Nanjing is not large,and most of them are still in their infancy,they are small in scale,weak in influence,low in level and low in activities.the backbone and mainstream of promoting the development of community philanthropy in Nanjing has not formed yet.Based on the experience of charity operation of American community foundations,the paper puts forward some thoughts and suggestions on the function improvment and sustainable development of community based foundation in Nanjing.On the one hand,community-baised foundation should take community resource mobilization as its core to build a diversified financing system,should romote community self-service to support community social organizations,should establish a strategic funding system and model for the purpose of supporting community charity ecological construction,should optimize the internal governance structure and decision-making mechanism as a guide to achieve multiple cooperative governance.On the other hand,the government should establish a loose environment for the development of community-based foundations through legislation,should promote the community through policy guidance to help the community-baised foundations develop healthily,should realize the party committee leadership,the government leadership and the foundation autonomy organic union through the operation help.
