Research On The Role Of Grass-roots Party Organizations In Community Governance

The Fourth Plenary Session of the 19th CPC Central Committee clearly pointed out that the modernization of national governance system and governance capacity should be promoted,and the superiority of socialism with Chinese characteristics should be fully demonstrated.Community governance,as the basis for a sound national governance system,has gradually become an important part of the grass-roots work of the Communist Party of China.The community not only gathers various groups of organizations,but also carries the social resources of grass-roots governance.Therefore,community governance is closely linked with people ’s well-being and social order.As the party of the people,the Communist Party of China’s grassroots organizations play a role in promoting community governance has become an inevitable requirement for the party to serve the people,take the mass line and build a service-oriented party.Taking M community in J city as a case,this paper explores the development process of M community through data collection,on-the-spot investigation,individual interview and other methods.It is found that in the early stage of the establishment of this community,due to the insufficient role of party organizations,there are some problems,such as the limited ability of community party organizations to integrate resources of all parties,the failure of propaganda work,insufficient mobilization of enthusiasm of all parties and low recognition of service supply.Based on the governance theory,meta-governance theory,and the basic theory of grass-roots party organization construction,this paper analyzes the causes of the problems,and finds that the root causes mainly come from the unclear responsibilities between the party organizations and the main bodies in the process of carrying out various tasks,the imperfect publicity work development mechanism,the failure to assist in establishing a complete community governance participation system,and the solidification of service thinking mode.In view of the problems existing in the community,the M community party organization constantly explores and innovatively puts forward a distinctive and effective governance model.In this model,the role of grass-roots party organizations has been brought into full play,which has promoted the transformation of the community from "dirty mess" to a demonstration community.Based on the practical experience of M community and the working regulations of the Party branch,this paper puts forward that the grass-roots party organizations should play the following roles to promote the "good governance" of the community: first,the organizational role,the grass-roots party organizations should establish their own authority,straighten out the relationship between the subjects of community governance,and organize and mobilize the masses to carry out self-government;Second,the role of propaganda.Grass-roots party organizations should take the major national policies as the main line,take the masses as the foundation,use the Internet as the carrier to carry out propaganda,and grasp the correct direction of community development;Third,cohesion.Grass-roots party organizations should build,cultivate and mobilize social organizations with enterprises and institutions,shape good community culture and enhance community cohesion.Fourth,the role of service.Grass-roots party organizations should improve the community service mechanism,and party members and cadres should set an example to build a smart community and enhance the service capacity of the community.
