Research By Local Government On The Supporting Policy For Optical Communication Industry Of Lanzhou New Area

Optical communication industry is a strategic emerging industry.As one of the most important information communication infrastructure,it plays a particularly important role in supporting China’s equipment informatization,broadband and construction of network power.How to improve the local support policies,promote the development of optical communication industry and improve the level of economic development of the region is a subject in the development of Lanzhou New Area at this stage.Based on the above research background,the central research issues of this paper are: first,summarize the main methods and effects of local governments’ support to the optical communication industry in Lanzhou New Area;second,analyze the problems and reasons of the development support policies of the optical communication industry in Lanzhou New Area;third,try to put forward beneficial countermeasures for local governments to improve the support policies for the development of the optical communication industry.Firstly,summarize the main methods of local governments to support the optical communication industry in Lanzhou New Area.Based on the development of Lanzhou New Area,this paper summarizes the main methods of local governments to support the optical communication industry in three stages: project implementation,project development and continuous promotion,including: 1.Financial and tax support,through cash subsidies such as land grant reward,production factor subsidy,etc.;2.Financial support,the new area platform company guarantees or directly borrows to help enterprises solve the short-term financing problem;3.In terms of talent support,it provides commercial housing purchase subsidies to the employees of the settled enterprises.Through the above-mentioned specific support,the achievements include: return of land funds,return of production factor costs,reduce tax burden,reduce the capital burden of enterprises,increase profits,and increase production capacity year by year;attract senior experts and solve the problem of employment in the region.Secondly,analyze the problems and reasons of the supporting policies for the development of optical communication industry in Lanzhou New Area.There are two problems: the first one is that the local government’s supporting policies for opticalcommunication industry are broad.The main performance is that,first,the financial policy support is not enough,secondly,in terms of tax subsidies,rewards will be given on the basis of the retained portion of all kinds of taxes paid in the current year in the new area,and individual income tax will be given to enterprises in different levels according to the total annual tax amount;thirdly,the industrial support policy is lack of effective connection with other policies.The other one is that the local government does not support the optical communication industry.The development of relevant demand industries,such as big data and Internet of things,is not sufficient,lack of industrial development measures and special support funds;the supporting policies of optical communication supporting industries,such as logistics industry,need to be improved.Analysis of the causes of the above problems,first,the lack of in-depth study of local government support policies for the optical communication industry;second,the lack of communication between local government departments on the optical communication industry spoony policy.Thirdly,I puts forward some useful suggestions for local governments to improve the supporting policies for the development of optical communication industry in Lanzhou New Area.First of all,we should refine the industrial support policies and clarify the objectives of the industrial support policies.We will play a leading role by strengthening financial support and moderately reducing taxes.In combination with the needs of industrial talents,we should optimize the talent incentive mechanism,and pay attention to the coordination and unity of talent training,talent attraction and talent incentive.Secondly,local governments should build "one-stop" service platform.,simplify service process and improve service efficiency.Under the theory of public goods,this paper analyzes the development status of optical communication industry in Lanzhou New Area,and summarizes the local government’s support policies for optical communication industry in this area.Through the on-the-spot investigation of "changlan" company,an optical communication enterprise in the region,and by using the interview method,the person in charge of "changlan" company,the financial director of "changlan" company,and the chief of the municipal advanced manufacturing and equipment industry section,have conducted face-to-face communication and exchange on the problems existing in the optical communication support policies in the region.Through the investigation of "changlan" company,it is found that the development of opticalcommunication industry is in line with the macro needs of the country,the development plan of the region and the needs of economic growth at this stage.However,due to the characteristics of strong periodicity,obvious regional development and strong seasonality of the optical communication industry,the local optical communication industry still needs government intervention to support the industrial development and cultivate the market,so as to achieve the balance between the government and the market.Through the adjustment of supporting policies and the refinement of industrial policies,we will continue to improve the talent and market cultivation mechanism,create more development conditions for enterprises,and lay the foundation for industrial cluster development.
