Law On The Establishment And Operation Of Institutions In Lanzhou New Area Problem Study

As the fifth state-level new district approved by the state,Lanzhou New District was the pride of Gansu Province and Lanzhou city in its early days.During the development and construction of the new District,the provincial and municipal governments have issued a series of supporting policies in accordance with the development strategic positioning of Lanzhou New District by the State Council,effectively promoting the orderly development of various undertakings in Lanzhou New District.The GDP of the new District was less than 4 billion yuan at the beginning of its establishment,but it exceeded 20 billion yuan in 2019.The economic growth rate of the new district has been among the top of the state-level new district for many consecutive years,and a modern new city is taking shape.At the same time,with the continuous development and construction of Lanzhou New Area,some problems concerning the system and mechanism of Lanzhou New Area are gradually exposed,such as the unclear legal status of Lanzhou New Area,imperfect institutional setup,and unsmooth power operation,etc.If the above problems are not properly solved,it will affect the high-quality development of Lanzhou New Area.Based on the experience of national new areas such as Xixian New Area and Liangjiang New Area in the establishment and operation of institutions,combined with the national strategic positioning and economic development status of Lanzhou New Area,and under the current institutional framework of China,the author suggests that firstly,laws and regulations should be improved to provide legal guarantee for the development of Lanzhou New Area.Second,straighten out the management system and practice the right to go first and try first;Third,strengthen supervision and restriction and form a diversified power control mechanism.Through the above measures,it is expected that the development and construction of Lanzhou New Area will be brought into the track of the rule of law gradually and promote the sound and rapid development of economic and social undertakings in the new area.In Lanzhou,this article attempts through to the new organization setup and operation conditions were analyzed,and on the basis of the theory of law and the current law,salty in the west district and on the basis of experience of Liangjiang new area organization setup and operation,in order to put forward feasible new national institutions set up and operation suggestion,for other national institutions and to provide the reference run.This paper is divided into three parts:Firstly,the basic situation of the establishment of national institutions in LanzhouNew Area is sorted out,and the history of the establishment of institutions in Lanzhou New Area is introduced in detail.On the basis of comparing with traditional administrative areas,the existing problems in the establishment and operation of current institutions in Lanzhou New Area are analyzed.Secondly,through sorting out and analyzing the institutional setup and operation of Xi Xian New Area and Liangjiang New Area,relevant experience is summarized to provide reference for the institutional setup and operation of Lanzhou New Area.Finally,Suggestions on the establishment and operation of Lanzhou new Area are put forward.Including perfecting laws and regulations to provide legal guarantee for the development of the new district;Straighten out the management system and practice the right to go first and try first;Concrete Suggestions such as strengthening supervision and restriction and forming a diversified power control mechanism.
