Research On Government Support Policy In The Transformation Of Garment Industry In Ouhai District,Wenzhou City

Ouhai district,as the most important industrial cluster of garment industry in Wenzhou city,as well as being included in the pilot project for the transformation and upgrading of traditional manufacturing in Zhejiang Province in 2019,urgently needs to make great efforts to create a more conducive policy system for the development of garment industry,promote the transformation and upgrading of the garment industry cluster to fashion,digital,and branding with high-intensity,in order to make Ouhai become a model area for the high-quality integration of the fashion garment industry and advanced manufacturing industry,providing the experience of Ouhai on the high-quality development of the fashion industry for the province and even the country.In this thesis,based on the basic connotation of the garment industry and supporting policies,the inevitability and theoretical basis for the government to promote industrial transformation were expounded.In addition,with the development of the garment industry in Ouhai taken as an example,the research and analysis of the development status and industrial policies of the garment industry were carried out,and the industrial support policies and administrative planning measures of the Ouhai district government were analyzed one by one,mainly from the five key development paths of enterprise cultivation and introduction,intelligent transformation,enterprise design innovation,quality and brand building,and industrial promotion and marketing.Analyze the relevant supporting policies and implementation of Ouhai clothing industry one by one.By combing the implementation of policy content,policy support,analysis in the transformation of garment industry support policies exist content biased result is bad,policy evaluation revision work does not reach the designated position,such problems as lack of executive main body role play and the main reason.Finally,countermeasures and suggestions are put forward from the aspects of improving the quality of industrial policies,strengthening the organizational guarantee of the implementation of policies and measures,and optimizing the development environment of Ouhai garment industry.in order to give full play to the functions and the resource elements of government departments as much as possible,enhancing the effect of supporting policies for the garment industry in Ouhai,as well as boosting the transformation and upgrading of the garment industry in Ouhai.
