| Since the reform and opening up,relying on the government-led education cause has achieved amazing results.Within a certain period,we cannot deny the progress brought by this management model.However,with the continuous development of the social economy,this government-led management model has produced more or less drawbacks.The government-led education has gradually formed social habits,and other groups of course accept this distribution method.In the long run,the government is prone to offside,absence and misplacement.Therefore,in the context of comprehensively governing the country according to law,standardizing government behavior is helpful to change the current dilemma.In particular,the county-level education administrative department(hereinafter referred to as the Education Bureau),as a constituent department of the government,is more necessary to regulate its behavior.For county-level education bureaus,the law enforcement targets are more in public primary and secondary schools,and public primary and secondary schools,as part of basic education,occupy a large proportion,but in the case of administrative management of public primary and secondary schools,schools are exhausted Coping with various competition matters and redundant meetings,the self-study awareness is poor.As the process of building a government under the rule of law is accelerating,the education bureau is constantly being promoted to improve the level of administration according to law,but there is still a gap from the practical needs.There are still problems in the specific law enforcement process,and the consequences are becoming more and more serious.Formulating practical and effective measures is very important to solve the predicament of the current county-level education administrative law enforcement.This article discusses county-level education administrative law enforcement from four parts: The first part defines important concepts,analyzes the basic elements of county-level education administrative law enforcement,and clearly clarifies the importance of standardizing county-level education administrative law enforcement.The second part discusses the outstanding problems of educationaladministrative law enforcement from the main body,procedures and specific behaviors of county-level education administrative law enforcement.The construction of law enforcement teams is lagging,procedural norm problems are prominent,and specific law enforcement behaviors have problems.The third part is to analyze the reasons behind a series of problems.First,the legal system is not perfect.The design of the current legal provisions is mainly management,lack of legislative technology,and imperfect physical and procedural legal basis.Secondly,education and law enforcement supervision are weak,and finally the concept of social governance by law needs to be improved.The fourth part,in view of the current problems and existing reasons,the author mainly constructs corresponding solutions from three aspects: legislation,law enforcement supervision,and rule of law awareness environment,in order to be able to solve the current dilemma. |
