Research On The Cadres Building Of Grass-roots Discipline Inspection And Supervision Under The Background Of The Reform Of Supervision System

Since the 18 th national congress of the communist party of China(CPC),we have achieved remarkable results on construction of the Party conduct of an honest and clean government and anti-corruption work,As an essential link of construction of the Party conduct of an honest and clean government and anti-corruption work,enhancing the construction of discipline inspection and supervision cadre team in basic level has played a significant role in win the overwhelming victory in the construction of the party conduct of an honest and clean government and anti-corruption work,advancing the modernization of national governance system and capability,promoting an all-out effort to enforce strict party discipline and keep continuous extension to the basic level,as well as strengthening the self-construction of discipline inspection and supervision organs.After the reform of the State supervision system,The discipline inspection and supervision organ bears the dual functions of the inner-party supervision and the State supervision.In the new era,in order to face the new situation and new task,To do the discipline inspection and supervision work well,we must build a loyal,clean and responsible discipline inspection and supervision iron army.Therefore,It is necessary to study the effective ways to strengthen the construction of the cadre team of Discipline Inspection and supervision at the basic level.This paper takes area X of city Y as an example,through questionnaires,in-depth interviews and other ways,This paper makes an on-the-spot investigation and research on the present situation of the construction of the cadre team of discipline inspection and supervision.Research has shown that,Y City X District discipline inspection and supervision organs through strengthening the ideological and political construction,cadres,education and training,so that the construction of the cadre team has achieved certain results.But because the ideological and political construction is not in place,and the mechanisms for the selection and appointment of cadres,education and training,management and supervision are not sound and perfect,and their effectiveness is not strong,etc.There are still some major problems in the cadre team of discipline inspection and supervision at the grass-roots level,such as lack of understanding,unreasonable cadre structure,etc.And for that,it should be guided by Vladimir Lenin’s Cadre Construction Theory and Xi’s series of important discussions on cadre construction for the new era,this paper puts forward some effective countermeasures,such as strengthening ideological and political construction,perfecting selection and appointment mechanism,establishing and perfecting education and training mechanism,perfecting encouragement and examination mechanism,establishing and perfecting management and supervision mechanism,to promote the healthy development of the cadre ranks of Discipline Inspection and supervision at the basic level.
