Research On Protection Of Overseas Security Interests Of Chinese Citizens

With the continuous deepening of China’s reform and opening up,and closer Sinoforeign cooperation,Chinese citizens’ outbound tourism,study abroad,work,family visits,immigration and settlements,exchange visits,investment and property purchases have been increasing day by day.Along with the huge number and size of outbound personnel,overseas security incidents faced by Chinese citizens are endless,and the situation of damage to overseas security interests is on the rise.The reasons leading to the increased overseas security risks of Chinese citizens are very complex,including the effects of non-traditional security factors,the ineffectiveness of local government governance,conflicts of economic interests,culturally diverse backgrounds,and weak awareness of citizens’ security risk prevention.At the same time,the Chinese government has gradually strengthened the protection of citizens’ overseas security interests,and the related policies and measures adopted have been continuously enriched.However,compared with actual needs and public expectations,there are still many problems and large gaps.Therefore,how to effectively protect the overseas security interests of Chinese citizens has become an urgent issue to be solved,which is of great significance.Based on the research of related theories and literature,the paper collects data on "security reminders" issued by the Ministry of Foreign Affairs from 2018 to 2019,introduces the current status of protection of Chinese citizens’ overseas security interests,and summarizes the frequency,distribution,type,characteristics and causes of Chinese citizens’ overseas security risks,and discovered many problems such as "incomplete relevant laws and regulations,inadequate protection systems and mechanisms,protection capacity building needs to be strengthened,protection participation level needs to be improved" and other related causes.On the basis of practices and experience in protecting overseas security interests of citizens,the quantitative interpretation of the data released by the Ministry of Foreign Affairs and typical case analysis,the paper proposes measures such as "Improve relevant laws and regulations by accelerating the pace of legislation and actively negotiating agreements with countries;Improve the protection mechanism system by creating a comprehensive,multi-level,integrated protection mechanism system,and a protection mechanism system for prevention and early warning;Strengthen protection capacity by accelerating the construction of professional teams,ensuring the availability of special funds,and improving the level of international cooperation;Enhance the level of protection and participation by giving play to the advantages of enterprises,uniting the strength of civil society organizations,and fostering citizens’ awareness of safety" in response to deficiencies and problems in actual work,which are innovative and operable,and have a strong practical significance for building a more efficient protection system for Chinese citizens’ overseas security interests.
