| With the purpose of protecting the sending country’s overseas citizens legal life and property,the security protection of overseas Chinese citizens is that the sending country offers help to overseas Chinese citizens under the circumstance of the legal life and property being infringed through the national levels of government and non-state organs,institutions,organizations or departments.To protect the security of overseas citizens is a milestone to the revitalization of China.This academic paper starts with the definition of overseas Chinese citizens and helps us to catch the differences from other definitions.Then I will sum up my understanding about the overseas Chinese citizens.On the basis of the experiences and lessons in the past years,studying and protecting overseas Chinese citizens would get more favors.Then,the author makes a case study on two different kinds of cases,and gives some highlights and shortcomings.And then in the next chapter the paper divided into two levels,the shortcomings in the national government level mainly exist: the scarcity of diplomatic input for the overseas Chinese citizens security protection,protection laws and the multilateral cooperation.Based on non-state government level mainly exist: lack of normative standards and clear responsibilities,poor business management and the poor awareness of citizens’ self-protection.To deal with the problems,there are some proposals: On the one hand,it’s necessary to draw on the experience of overseas citizens’ security protection in developed countries.Positive points from the United States and Japan are taken in.On the other hand,the proposals are aimed to the problems occurred above to increase specialized personnel engaged in overseas citizens,establish,to perfect consular protection laws and regulations and establish a mechanism for more international cooperation.Meanwhile the local government should carry out uniform standard and overseas enterprises would put more attention on safety protection,promoting the protection of the overseas Chinese citizens is imperative. |
