A Study On The Security Protection Of Chinese Government To Overseas Citizens

Since the reform and opening up,China's comprehensive national strength is enhancing continuously and people's life is promoting constantly.With the continuous development of China's economy and society,more and more citizens are stepping out of the country and going to the world.And it is also common for them to travel abroad,study abroad,invest abroad and work abroad.The number of China's outbound visitors soared from10 million in 2000 to nearly 150 million in 2018.With the progress of the Belt and Road Initiative,more and more people will go out and participate in the wave of globalization.At the same time,due to regional conflicts,cultural differences and the gap between the rich and the poor,the world is facing a variety of security threats.And Chinese citizens overseas is faced with frequent security incidents,which makes the issue of protecting the safety of overseas citizens increasingly prominent.General Secretary Xi Jinping put forward the concept of overall national security.He pointed out that we should regard people's safety as the tenet and make overall arrangements on internal security and external security;territorial security and citizen security.The security protection for overseas citizens embodies the ruling concept of "people-oriented,governing for the people".This paper will take the ten ASEAN countries as the starting point,and analyze Chinese government's protection for overseas citizens.First of all,this paper summarizes the security incidents of overseas citizens and enterprises in ASEAN countries in recent years,and analyzes the sources of these security risk factors.Secondly,combined with the current situation of our government's protection of overseas citizens and the two overseas Chinese evacuation events in Thailand and Vietnam,this paper analyzes the shortcomings of our government in the process of protecting the safety of overseas citizens.Finally,this paper analyzes the overseas citizen security protection of the developed countries of the United States and Japan,and draws lessons from their advanced practices,and on this basis puts forward corresponding policy suggestions on the overseas citizen security protection of our government.
