The Research On Protection Of Chinese Citizens’ Security Interests In Africa

With China’s economic development,its national income is increasing,the degree of openness is continuing to expand,and economic exchanges are becoming closer and closer.More and more Chinese begin to go abroad to travel,study,do business,work.The number of Chinese mainlanders has grown rapidly,reaching 107 million in 2014.At the same time,China’s contacts with Africa have also deepened.The political mutual trust has been continuously enhanced.The economic exchanges and personal interaction in two countries have become increasingly close.Since China’s policy "One Belt,One Road" is proposed,Africa’s position has become increasingly important,and China’s economic and trade relations with Africa have become closer.China’s trade with Africa reached 204.19 billion dollars in 2018.And investment in Africa,the stock exceeds 100 billion dollars.By the end of August 2018,nine countries in Africa signed a memorandum of understanding with China to build a "Belt and Road".China and African countries have very deep cooperation in infrastructure construction.Our company has great competitiveness in terms of capital,technology and construction team and organization management,which has become a major force in investing and constructing infrastructure in Africa.Meanwhile,in economic cooperation and development,more and more Chinese citizens have embarked on this magical land in Africa.However,due to the low level of economic development in Africa and the frequent social turmoil,the low level of governance of the national government has led to an unsafe situation in Africa,even the occurrence of various terrorist activities.The safety of Chinese citizens is threatened,and the accidents of life and property damage are accelerating.It is increasingly important to strengthen the protection of the security interests of Chinese citizens in Africa.The protection of Chinese citizens’security interests will be discussed in the following aspects:The introduction part of the study mainly introduces the background and significance of the protection of Chinese citizens’security interests.The first part of the main text mainly describes the protection of Chinese citizens’security interests,including the reasons for the protection of Chinese citizens’ security interests;the main subjects and contents of Chinese citizens in Africa;the source of risk for Chinese citizens’security interests.Among them,the main subjects of Chinese citizens in Africa include overseas travel personnel,overseas laborers and overseas students;the content of Chinese citizens’security interests mainly include economic security and personal safety;China’s risk sources for Chinese citizens’ security interests include political risks and social security problems,terrorism problems,pirate attacks and diseases and natural disasters.The second part mainly introduces the implement of China’s protection of the security interests of Chinese citizens in Africa,including the basis of protection,the way of protection and the effect of protection.The basis for the protection of Chinese citizens in Africa is national interests,international law basis,domestic law basis and personal jurisdiction;the protection of Chinese citizens in Africa is divided into consular protection,diplomatic protection and peacekeeping operations.The third part is the suggestion for the protection of the security interests of Chinese citizens in Africa,that is,mainly to strengthen security cooperation with African countries,improve China’s consular protection system,and play the role of non-civil forces.
