| The establishment of civilized cities is an effective carrier of establishing mass spiritual civilization which has been gradually implemented since the Third Plenary Session of the 11th Central Committee of the Party.The creation of a national(district-wise,or city-wise)civilized city,means that rich outcomes in material,spiritual,political,social,and ecological civilization have been achieved by corresponding city.In addition,its citizens will have relatively high quality and civilization degree,which serve as the most competitive brand and comprehensive honor of the city.The government and its superior body are the main force and pioneer in establishing a civilized city.All links including the goal presentation,task allocation and measure implementation of civilized city establishment require participation of the government.In a sense,the whole process of establishing a civilized city is for the government to optimize functions and provide high-quality and efficient public products and services.This article takes Ulanchap City as an example,deeply studies the government functions in the establishment of civilized city,through field research,comparative analysis and literature study,from the theoretical perspective of public products and government reconstitution.This article has seven parts.The introduction part mainly includes background and significance of the subject,domestic and international literature research,research contents and methods,innovation points and shortcomings.Chapter 1 in the text part explains basic contents and basic theory.Chapter 2 introduces the status of government takes functions during the civilized city establishment at Ulanchap.Chapter 3 points out problems in government functions during the civilized city establishment at Ulanchap,Chapter 4 analyzes the reason for problems during the establishment of civilized city at Ulanchap,Chapter 5 tells the advanced experience and beneficial practice of government optimize function during the civilized city establishment at Baotou and Dalian.Chapter 6 proposes suggestions for the improvement of building civilized city in Ulanchap.This article studies the government functions under the background of establishing civilized city,provides a certain theoretical and practical value for the current implementation of civilized city all over the country.At the same time,it plays an active role in building an effective,legal,responsible and service-oriented government under the new trend of government function transformation. |
