Study On The Multi-collaboration Of Urban Subsistence Allowance In Q County Of Yunnan Province

Poverty is always one of the most acute and social issues that people are most concerned about.The existence of poverty also has many adverse effects on China’s economic and social development.China’s urban subsistence allowance service is a pocket-sized social assistance service to solve the distress of the urban poor residents in our lives and make them have a sense of satisfaction,happiness,and gain.Although the government bears the main responsibility in urban subsistence guarantee services,there are also non-governmental entities participating in urban subsistence guarantee services.It can be said that urban subsistence guarantee services are a collaborative service with the participation of multiple entities.However,due to the inevitable friction between roles and behaviors among the entities under the collaborative service model,some problems of urban subsistence guarantee services are caused.How to solve the problems caused by intersubjective frictions is that urban subsistence guarantee cooperative services can achieve their common goals.Worth our attention and reflection.This article takes Q county as an example for analysis,combined with the specific implementation and related documents of Q country urban service,based on the collaborative governance theory,analyzes the county country civil affairs bureau,township people’s government,and village(residential)residents in Q county urban service.The coordination dilemma caused by the friction between their respective roles and behaviors in the urban service,such as committees and residents.The research shows that,first of all,in the county country minimum living security service,although the county civil affairs bureau and the township government are the corresponding power bearers,there is a problem of unreasonable distribution of power;the government and the minimum living security residents are policy implementers and policy acceptors.There is a problem of inconsistent action goals;residents as resource bidders have a problem of fierce competition for subsistence allowances;at the same time,village(resident)cadres who are government helpers and village(resident)agents are also due to dual status Coordinated action is limited.Secondly,in order to promote the smooth implementation of the urban subsistence allowance service in Q County,effectively mobilize the coordinated subjects to play their due role in the urban subsistence allowance service,which can be improved through the following ways: joint authorization under the guidance of the spirit of coordination;perfect system design,Solve the conflicts between the county civil affairs bureau and the township government by clearing the distribution of powers,enhancing service transparency,and ensuring the supervision of vulnerable groups;by providing targeted employment services for residents and family care services for families,the government and Action goals for residents with minimum living allowances;improve the synergy of all parties by relying on grassroots social organizations,introducing and supporting social organizations to participate,and strengthening grassroots party organizations.
