Research On The Problem Of Urban Subsistence Allowance Marginal Households Assistance In China

With the vigorous implementation of targeted poverty alleviation,absolute poverty and regional and overall poverty in China have been eliminated,and the results of poverty alleviation have been remarkable.At the same time,relative poverty gradually emerged,and became another focus of China’s work after eliminating absolute poverty.In the research and investigation of vulnerable groups,it should be noted that low-income people living in difficulties not only exist in rural areas,but also there are many people in need of help in cities,such as a large number of low-income families.The income level of urban subsistence allowance marginal households is slightly higher than the subsistence allowance standard,and they cannot enjoy the subsistence allowance policy treatment.However,due to various reasons,they are in the marginal zone of social assistance policy and urban social life.In recent years,our country’s attention to the edge of urban low-income households is boosted,national level and a number of provinces and cities have established the related relief policy,policy development situation is good,other domestic provinces and cities and regions in recent years on the edge of the urban low-income households relief has also made many positive exploration,but due to various reasons such as policy starts late,lead to policy implementation effect is not obvious.Through research,this paper finds that an important reason for the slow development of relevant policies is the lack of understanding of the subject of urban subsistence allowance marginal households.The urban subsistence allowance marginal households are different from the economically poor households in the traditional sense,and their formation causes are complex,including other reasons besides economic factors.The main living dilemmas are the imbalance of income and expenditure,the lack of family human capital,and the difficulty of integrating into society.Therefore,the relief policy based on cash or material goods cannot fundamentally change the difficult situation of urban subsistence allowance marginal households.Based on this,this paper focuses on the urban subsistence allowance marginal households in China.By analyzing the living status of this group and sorting out relevant relief policies,it is found that there are widespread problems in the current policies,such as the fragmentation of relief policies,the imperfect dynamic management mechanism and the lack of targeted relief forms.Based on the exploration of the problems,Based on the family tracking survey database in China in 2018,on the basis of the detailed investigation using descriptive analysis,single factor interaction analysis and Logistic regression analysis method to explore the edge of the urban low-income families in poverty factors,found that individuals,families and society three aspects are the formation of the edge of urban low-income families with different degree of influence,Therefore,it is necessary to take all aspects into consideration when improving the assistance policy of urban subsistence allowance marginal households,and put forward targeted and feasible countermeasures from the aspects of families,government and society.
