Anomie And Correction Of The Implementation Of Urban Subsistence Allowance In H County Of Northwest Hunan Province

As the core component of the social assistance system,urban subsistence allowance plays an irreplaceable role in safeguarding the basic life of the poor and maintaining social equity.Although the street bureaucrats are at the end of the urban subsistence allowance implementation,they directly contact with the residents,which actually determines the specific allocation of the urban subsistence resources.Due to the limitations of policies,the limited resources and the complexity of the environment,giving the street bureaucrats a certain discretion is conducive to making reasonable decisions in a complex and varied execution environment.However,according to the street bureaucracy theory,discretion has two sides.On the one hand,the normative exercise of discretion can effectively improve the efficiency of urban subsistence allowance.At the same time there is also the possibility of abuse,resulting in anomie,and it also hinders the safeguard function of subsistence allowance.Therefore,giving street bureaucrats a certain discretion is necessary,but it also needs to take certain measures to control them within a reasonable range.This paper will take the implementation of the subsistence allowances of the H counties in the northwest of HuNan Province as an example,taking the street bureaucracy theory and the contradictory analysis of ought and being as the theoretical analysis tools,and use the research data to discuss the problem of the implementation of urban subsistence allowances.The article is divided into four parts,five chapters.In the first part of the article,it put forward some studies about urban subsistence allowance implementation and street bureaucracy theory,and define the anomie,street bureaucracy and discretion,which are the core concepts of the article.then it also introduces the main points of street bureaucracy theory and the contradictory analysis of ought and being;Secondly,in the third chapter of the article,it mainly discusses the feasibility and necessity of using the street bureaucracy theory to analyze the implementation of urban subsistence allowance,and at the same time clarifies that the exercise of street bureaucratic discretion should meet a logical premise,which include legal,sensible and reasonable.And on this basis,it focuses on the analysis the normative exercise of community bureaucrats in the implementation of urban subsistence allowance in H County and its positive effect;Thirdly,in the fourth chapter of the article,combined with the theoretical basis,it analyzes the dilemma of the implementation of the urban subsistence allowance in H County under the actual state.In the specific implementation of theurban subsistence allowances in H County,community bureaucrats have many kinds of anomie behaviors such as excessive execution,simplification and execution,and it has produced adverse effects such as distorting the image of the community bureaucracy,reducing the credibility of the government and misleading the social value orientation.Finally,in the last chapter of the article,the article analyzes the specific reasons for the implementation of the urban subsistence allowance in H County from four aspects: community bureaucracy,organization management,target object and institutional environment.At the end of the article,combined with the previous analysis,it put forward the countermeasures and suggestions for the execution of the subsistence allowances of H County from the implementation level of the actual level to the implementation level of the required level,including strengthen the ethics of community bureaucracy in the implementation of urban subsistence allowances,consolidating the organizational foundation for the implementation,optimizing the institutional environment and strengthening the ethical constraints of the target.
