Research On Collaborative Governance Process Of Subsistence Allowance Verification From The Perspective Of SFIC Model

As an important part of the minimum living security system,the verification of living allowance is a necessary link in the dynamic management of living allowance objects.We can check the changes in the economic situation of the households receiving subsistence allowances in a timely manner,and stop the allowances for those who no longer meet the subsistence allowances standards,so as to ensure that all the allowances are covered and all the allowances are withdrawn,thus maintaining the fairness of the subsistence allowances system.However,in practice,the grassroots civil affairs work is weak,lack of professional ability and other prominent problems,resulting in low completion rate and accuracy of the verification of low-income households.To this end,the civil affairs department of G City took the lead in innovating the verification mode of living allowances for households nationwide,introducing social forces to participate in the verification work through the government’s purchase of services,making up for the defects and deficiencies of the government in the verification work,forming a collaborative governance system of living allowances for households verification,and greatly improving the accuracy and fairness of the verification work.In this paper,through the interview method and participatory observation method,field investigation is carried out on the status quo of the verification and collaborative governance of the households receiving low income insurance in G City.On this basis,SFIC collaborative governance model is introduced as a theoretical research model to analyze the process of the verification and collaborative governance of the households receiving low income insurance.Based on the research framework of four elements in SFIC model,namely "initial condition,catalytic leadership,institutional design and collaborative process",the following findings are found: In terms of initial conditions,the demands of civil affairs departments to achieve multiple goals and the demands of social forces to obtain development resources became the most critical cooperative motive for the multi-subject collaborative governance of the verification of subsistence insurance households.The positive cooperation history of both sides enhanced the willingness and confidence of cooperation.The policy,financial support and the full authorization of social forces of the civil affairs department of G City work together to form the catalytic leadership of the collaborative management of the verification of low-income households in G City;At the same time,the government purchase service guidance,business assessment system,quality control system,project acceptance system and other systems provide institutional support for the collaborative process;Under the joint action of cooperative motivation,catalytic leadership and institutional support,multiple subjects establish a cooperative relationship among them through the government’s purchase of subsistence insurance entry verification service,and carry out the verification work of subsistence insurance entry cooperatively.Step by step,a collaborative governance process is gradually formed.Combined with the SFIC collaborative governance model and the field investigation results,it concludes that there are still some problems in the collaborative governance process of household verification of low income insurance in G City,such as weak cooperative consciousness of some subjects,imperfect incentive mechanism,imperfect supervision and evaluation mechanism,and lack of two-way communication among multiple subjects.Then,Combined with field investigation and collaborative governance theory,this paper analyzes the specific causes of the dilemma of collaborative governance of household verification of subsistence allowances in G City.Finally,based on the problems and causes,this paper puts forward an optimization path for the collaborative governance of the household living allowance verification,including four levels: consolidating the collaborative foundation,building a long-term incentive mechanism to stimulate the collaborative vitality,optimizing the system design,and improving the collaborative process,in order to provide an effective reference for civil affairs departments to optimize the working methods of the household living allowance verification,and improve the efficiency and quality of the household living allowance verification.
