In countries vigorously build and optimize the business environment in the context of rule of law,individual operator’s survival and development environment of the rule of law has a certain optimization but we have to admit that self-employed production development in our country the rule of law environment compared with other market main body in our country and abroad are similar to our individual existence and development of the market main body of the business operator of the rule of law environment is not ideal in this paper,with clues,analysis of the burden of financing rights and management by means of field investigation and comparative analysis and other research methods,combined with the national law environment evaluation index system of our country are self-employed poor survival and development of the rule of law environment Then from the perspective of financing rights and management burden disequilibrium,to make a further argument in the existing legal environment,financing rights and self-employed business burden disequilibrium system mechanism of the affect factors were presented and thus increase the rights of self-employed financing cost too high to reduce taxes and employment system burden of self-employed business advice.
