| Under the dual leadership system of the State Administration of Taxation and local governments,the Tax Department is responsible for the collection and management of taxes and fees,is a department that directly exercises national public rights with the goal of realizing public interest.In recent years,with the modernization of taxation and the advancement of various tax and fee reform tasks,with the full implementation of the "Simplify administration,Combine decentralization with management,Optimize services",the workload of the Tax department and the number of service objects have surged,the Tax department ’s work has become increasingly busy,and the risk of law enforcement officers has gradually increased.As a special group of taxatio n departments,Young civil servants often have problems such as unclear understanding of their job nature and job requirements,insufficient work experience and professional competence,unclear career planning,and inability to adapt to current taxation wo rk.Young civil servants are also more likely to feel physically and mentally exhausted and refined when faced with the reality of a limited promotion space,rigid personnel management,repetitive work,increasing work pressure and high tax law enforcement risks,and insufficient social understanding and support.Exhaustion leads to job burnout.The problem of job burnout not only affects the physical and mental health of young civil servants and puts them in extreme fatigue and depression,but also causes young civil servants to lose interest in work,their work attitudes become passive,work efficiency and work quality become low,and become indifference to taxpayers and colleagues.All of this will affects the efficiency of tax collection and management,t he satisfaction of taxpayers and the stability of the cadre of the tax system,which is not conducive to the long-term development of taxation work,and will also affect the tax system to provide quality and efficient public services to the public.In this study,the young civil servants of the tax department of H city are taken as the research object.Firstly,the young civil servants with high degree of job burnout are found by means of questionnaire survey,and then the methods of empirical research such as follow-up interview are used,a survey of 73 Young Civil Servants from the tax system of H city was carried out to describe their job burnout,and analyze the factors that may lead to their job burnout,then,based on the New Public Service Theory,the Motivator-Hygiene Theory and Attribution Theory,this paper puts forward the intervention countermeasures from the angles of individual,organization and society,this paper puts forward some suggestions on the job burnout of the young civil servants in the tax department of H city in order to reduce the harm brought by the job burnout,cultivate the public service awareness of young civil servants,and better promote the development of taxation work by stimulating the working potential of young civil servants. |
