The Evaluation And Analysis Of The Entrepreneurship Of The First-tier Cities And The New First-tier Cities In China

In recent years,China’s first-tier cities and new first-tier cities have developed rapidly,becoming strategic highlands and important economic growth poles of innovation driven development.On the other hand,entrepreneurship with the city as an important carrier is the key factor to drive innovation,so the level of Urban Entrepreneurship provides the basis direction for urban policy-making and implementation.However,the existing research only focuses on the provincial level of entrepreneurship,not the urban level.Therefore,it is necessary to study the entrepreneurship of the first-tier cities and the new first-tier cities and put forward targeted suggestions for improvement.Based on Schumpeter’s entrepreneurial theory,combined with the heterogeneity of city internationalization,capitalization and Internet plus,15 three level indicators were selected from four dimensions of innovation,adventure,pioneering and contribution,so as to expand and improve the comprehensive evaluation system of urban entrepreneurship.Combining the data of2010-2016 and getting the entrepreneurship index,this paper studies and classifies the dynamic changes of entrepreneurship in these cities,and explores the gap,advantages and disadvantages between the new first-tier and the first-tier cities.Finally,according to the advantages and disadvantages of each city,the paper puts forward targeted suggestions to improve the entrepreneurship.The research shows that:(1)in 2016,the entrepreneurship of the four first-tier cities ranked the top four with obvious advantages.The new first-tier cities ranked Wuhan,Hangzhou,Dalian,Xi’an,Tianjin,Nanjing,Qingdao,Suzhou,Xiamen,Chengdu,Wuxi,Changsha,Ningbo,Shenyang and Chongqing.(2)Eight cities ranked ahead of GDP in terms of entrepreneurship;one city ranked equal to GDP;and 10 cities lagged behind in terms of entrepreneurship.(3)From 2010 to 2016,the entrepreneurship of the first-tier cities and new first-tier cities is on the rise.(4)Based on the average growth rate ranking-average ranking matrix,this paper analyzes the development speed and potential of entrepreneurship in 19 cities,which are divided into four categories: high speed and high potential(Tianjin,Xi’an),low speed and high potential(Nanjing,Wuxi,Suzhou,Xi amen,Chongqing),high speed and low potential(Wuhan,Dalian,Hangzhou,Qingdao),low speed and low potential(Chengdu,Changsha,Ningbo),Shenyang).(5)The first-tier cities have all kinds of subdivisions,showing all-round advantages;the new first-tier cities have different advantages and disadvantages.The disadvantages of high-speed and high potential new first-tier cities are capital operation,attracting foreign investment,innovation input and output;the disadvantages of low-speed and high potential new first-tier cities are brand awareness,capital operation,attracting foreign investment and innovation output;the disadvantages of high-speed and low potential new first-tier cities are enterprise contribution,environmental protection,output va lue scale and innovation input;the disadvantages of low-speed and low potential new tier cities are There are disadvantages in all aspects.
