Research On The "Digital Divide" In Wuhan’s "Internet Plus Low Security"

Since the concept of "Internet +" was proposed,various industries have begun to integrate the original industry with the Internet,and government services are no exception.The construction of "Internet + Government" has been well received.In many aspects,it is no longer possible to operate independently of the Internet.In daily life,working through the Internet can greatly improve efficiency and promote the development of productivity,but people who do not understand the Internet and do not use the Internet cannot enjoy this convenience.At this stage,in order to promote the development of the Internet,many businesses or organizations attract traffic to the Internet through large-scale preferential activities,and non-Internet users cannot enjoy such benefits.In the long run,non-Internet users not only cannot improve the efficiency of their work through the Internet,but also cannot reduce the cost of living through the Internet,which leads to a decline in the quality of life and a "digital divide" phenomenon.This article focuses on the "digital divide" phenomenon during the operation of the "Internet + Subsistence allowance" business carried out by Wuhan Subsistence Allowance Department.The first step is to introduce the basic situation of Wuhan Subsistence allowance at the current stage.The second step is to analyze the phenomenon of "digital divide" in the "Internet + Subsistence allowance" business.The third step is to find the cause of the "digital divide" in difficult groups.The fourth step is to propose countermeasures to reduce the "digital divide" from various aspects.The main causes of the "digital divide" can be divided into several aspects: the lack of information literacy of the vulnerable groups,the stereotypes of the decision-making and society towards the vulnerable groups,and the obstacles of the decision-making system and the approval process.The age group,health status,disability,and education level of disadvantaged groups objectively affect their participation in Internet activities.At the same time,social and policies lack effective attention to vulnerable groups.Multiple factors have further expanded the "digital divide" for this group of people.Negative effects.Finally,this article proposes practical countermeasures to alleviate the phenomenon of "digital divide" in the operation of "Internet + Subsistence allowance" from the aspects of improving residents’ information literacy,strengthening the construction of information infrastructure,and using Internet thinking for process reengineering.
