The rural minimum living security system is one of the most important parts of the social security system with Chinese characteristics.In the decisive battle against poverty and rural revitalization strategy the rural minimum living security system has great bottom-pocket guarantee.In March 2022,President Xi Jinping pointed out that continuous efforts should be made to promote the high-quality development of social security,strengthen the uniformity and standardization of the system,develop a multi-level and multi-pillar old-age insurance system,and bring more people into the social security system.In Feb2021,President Xi Jinping delivered an important speech during twenty-eight of his group study sessions at the Politburo of the Communist Party of China,it emphasizes that “Social security is the basic system guarantee to ensure and improve people’s livelihood,maintain social fairness and enhance people’s well-being.It is an important system arrangement to promote economic and social development and realize that the masses of the people share in the fruits of reform and development.It is a major issue in the governance of a country”,and puts forward the requirement of “ Improving the mechanism of social assistance and the accurate identification of social welfare objects,and realizing that all social security should be guaranteed,all assistance should be rendered,and all should be enjoyed”.With the improvement of the guarantee standard and level of the rural minimum living guarantee system in China,good results have been achieved in the implementation of the rural minimum living guarantee system,while under the post-poverty era,problems come.Therefore,it is of great significance to carry out the accurate identification of the rural minimum living security objects and put forward the corresponding countermeasures.At present,the battle against poverty has won all-round victories.However,there are still some problems in how to develop China’s social security undertakings with high quality,improve the social security system that covers the whole people,and precisely identify the recipients of the rural minimum living standard guarantee.To study the problems and causes in the process of identifying the low-income rural residents in Rongchang district of Chongqing,and to carry out targeted and optimized identification measures,will be conducive to consolidating the achievements of poverty alleviation and stabilizing the lives of the needy,to realize the accurate identification of the objects of the rural subsistence allowance.With consulting and sorting out the relevant literature,summarizes and comments on the current research situation at home and abroad,this paper discusses the requirements of the accurate poverty alleviation theory and the anti-poverty theory for the identification of the rural minimum living security objects in Rongchang district of Chongqing,.At the same time,this paper introduces the operation of the rural minimum living security system in Rongchang district of Chongqing.In combination with the questionnaire and interview outline,in-depth on-the-spot investigation,and from the interviews conducted by civil affairs cadres at the district,town and village levels,the information was collected and compiled into interview materials,using the data of excel and interview results,this paper analyzes the status quo of the recognition of the rural minimum living security objects,and from the system design,the implementation of the main body and the participation of the masses,etc..This paper finds that there are some problems in the identification of the rural minimum living security objects in Rongchang district of Chongqing,such as the imperfect identification methods of the rural minimum living security objects,the lack of coordination among the executive bodies,and the insufficient publicity of the minimum living security system.The main reasons are that the system design is not perfect.The power of the executive body is weak.The enthusiasm of the masses is not high.This paper puts forward some countermeasures for the identification of the minimum living security objects in rural areas in the optimized post-poverty era,including perfecting the system design,strengthening the construction of the main body of implementation and increasing the publicity of policies.It aims to promote the identification of rural minimum living security objects in Rongchang district of Chongqing more accurate,more standardized process in the implementation process.
