Research On Social Organizations Participating In Community Correction From The Perspective Of Multiple Co-governance

The Fourth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed that to uphold and improve the social governance system of joint construction,co-governance and sharing,we must strengthen and innovate social governance and build a new pattern of grassroots social governance.Zhuji is the birthplace of the "Maple Bridge Experience",and the continuous optimization and upgrading of the "Maple Bridge Experience" is an inevitable requirement for innovative social governance models.In the process of building a new era of grassroots social governance system with the "one core,multiple parties" co-governance centered on the leadership of the party committee,social organizations have become an important force for cooperating with the government’s "precision service",which is to achieve community "autonomy,rule of law,and rule of virtue" Important tissue carrier.Social organizations have unique advantages in resources and specialties.Social organizations can participate in grass-roots social governance,which can improve the efficiency of government operations and reduce operating costs.They can gather grass-roots forces and promote grass-roots democratic consultation,so as to effectively resolve various social conflicts at the grass-roots level.To realize the new pattern of “benign interaction of government governance,social regulation,and residents’ autonomy ”.Community correction started in the European and American countries in the early 20 th century.Shanghai first launched the pilot work of the social correction system in the early21 st century.Since the publication of "Opinions on the Organization of Social Forces in Community Correction" in November 2014,social organizations have gradually become communities.Correct the important forces in the work.In December 2019,the "Community Correction Law of the People’s Republic of China" was adopted by the 15 th meeting of the13 th National People’s Congress Standing Committee.The law pointed out that the state should encourage and support enterprises,institutions,social organizations,volunteers and other social forces in accordance with the law.Participate in community corrections.From the perspective of "multiple co-governance",social organizations,as a part of multiple subjects,through mutual cooperation and collaboration with grass-roots judicial offices,correctionvolunteers and other subjects,can effectively improve the correction effect of community correction objects and make It is better integrated into the social environment.Based on the current literature review on grassroots governance and community corrections,this paper studies the practice carrier of "two eight hours" community correction in Zhuji from the perspective of "multiple co-governance".First,it systematically analyzes the rationality and advantages of social organizations participating in community corrections.Social organizations have the advantages of diversified forms,public welfare of contents,and flexible management in participating in community services.In the context of participating in community correction education and learning,they have the characteristics of wide coverage and strong pertinence,and are centralized and standardized in management And other characteristics.Secondly,it discussed in detail the "two eight hours" practice of social organizations participating in community corrections in Zhuji,and discussed the functional manifestations,participation methods and effectiveness analysis of social organizations as an important "one-core and multi-party" in grassroots governance.The types of social organizations are not diverse enough,the coverage of participation content is not high,the legal mechanism needs to be improved,and the scientific mechanism of multiple participation needs to be improved.Finally,from the perspective of "multiple co-governance",to discuss how to improve the strategies and suggestions for social organizations to participate in community corrections,it is necessary for both social organizations and the government to work together to improve the guarantee and participation of the rule of law on the basis of linkage with grassroots volunteer services Mechanisms,optimize the participation atmosphere,and continuously promote the cultivation and development of professional corrective social organizations.
