A Study On Rural Social Assistance In China From The Perspective Of Accurate Poverty-relief

Poverty is a common problem faced by countries all over the world,and it poses severe challenges to the development of individuals,families and even the country.Accurate poverty alleviation is an important measure in the national anti-poverty strategy and a powerful guarantee for building a well-off society in an all-round way.Social assistance is the "net" of the social security safety net,and plays an important role in protecting the lives of the poor.Since the reform and opening up,China’s economy has developed rapidly,and the social assistance system has been continuously improved,gradually forming a social assistance system covering urban and rural areas.However,due to the large rural population in China,and the relative development of rural economic development and various systems,there are still problems such as regional economic development imbalance and urban-rural dual division.China’s social assistance system,especially the social assistance system in rural areas,exists.Insufficient coverage,low level of assistance,lack of funds,and a single mode of backwardness have become important obstacles to the development of rural areas.Therefore,to achieve comprehensive poverty alleviation in 2020,we must further improve the development of rural social assistance system,promote the effective connection between precision poverty alleviation and rural social assistance,and play a good role in the rural social assistance system in the process of getting rid of poverty.In the context of precision poverty alleviation,this paper conducts an in-depth study of rural social assistance work in China with Wufeng County of Yichang City as an example.In the research process,based on the literature and theoretical achievements of related topics at home and abroad,based on the investigation of the actual situation in Wufeng County,theprogress,effectiveness and existence of rural social assistance work in Wufeng County under the background of precision poverty alleviation are analyzed.The problem based on the relevant theoretical basis and actual background,the countermeasures and suggestions for the problems in the rural social assistance work in Wufeng County are pointed out.Through the research on rural social assistance work in Wufeng County,it provides constructive assistance for the improvement of rural social assistance work in China in the context of improving poverty alleviation.This article is divided into the following sections:The first part,the introduction.It mainly introduces the research background and research significance of this paper,sorts out the research literature and research path at home and abroad,summarizes the research methods,and innovates and deficiencies.Through reviewing relevant theories,comparing the development status of China and foreign countries,clarifying relevant concepts,and laying the foundation for the research of this paper.The second part,the concept definition and the theoretical basis.Detailed explanations of core concepts such as poverty and poverty,rural social assistance,and precision poverty alleviation,and combing relevant theories such as Amartya Sen’s ability poverty theory,risk society theory and poverty cycle theory to provide theoretical support for research.The third part is the coupling and convergence of precision poverty alleviation and rural social assistance system.First,it outlines the reform of China’s rural social assistance system and the evolution of China’s poverty alleviation policy.Secondly,it illustrates the internal links between precision poverty alleviation and rural social assistance.Finally,further explore the necessity of the connection between precision poverty alleviation and rural social assistance system.The fourth part is the development status of rural social assistance in China under the background of precise poverty alleviation.This paper analyzes the current implementation of rural social assistance in China,and based on this,studies the problems existing in China’s rural social assistance system under the background of precise poverty alleviation.The fifth part is a case study of rural social assistance in Wufeng County,Yichang City under the background of precision poverty alleviation.This part analyzes the basic county conditions,economic development status and poverty situation of Wufeng County in Yichang City,summarizes the development situation and work results of rural social assistance work inWufeng County under the background of accurate poverty alleviation,and points out the problems of rural social assistance work in Wufeng County.And put forward countermeasures and suggestions.The sixth part is to improve the countermeasures for rural social assistance in China under the background of precise poverty alleviation.According to the above-mentioned investigation and summary of the shortcomings of the current rural social assistance in China,the paper proposes targeted solutions to improve the rural social assistance system in China.
