| For many large and medium-sized cities with dense population,the construction of subway has become a standard configuration,which is mainly because subway can not only relieve traffic pressure and save land,but also has the advantages of small operation noise,large traffic volume,and not easy to cause traffic accidents,and is also the preferred means of transportation for public travel.With the continuous promotion of urbanization,more and more cities have the conditions and scale to build subway.As the capital of China,the full opening of Beijing subway has accelerated the speed of urban operation and improved the efficiency of urban construction.Although subway has many advantages,it also has some disadvantages.When natural disasters such as earthquake and fire happen,it may cause a large number of casualties,but also bring great challenges to rescue.Therefore,in order to improve the safety of rail transit,reduce the possible accident rate of rail transit to the lowest,more and more scholars will study it.The research focuses on the emergency management of rail transit emergencies.This paper takes Beijing subway station C as the research object,analyzes and studies the public emergency evacuation management adopted in the normal operation process.The main research is focus on the prevention means of public events and the specific measures to be taken in case of emergencies.This paper introduces the concept,core content,characteristics and the final point of view of the emergency evacuation of public emergencies in detail through the reference and absorption of the previous relevant theories.The research strategy of this paper is to put forward the problem first,analyze the problem,and finally give the solution to the problem.Based on the full research and analysis of emergency evacuation management of Beijing subway Station C,the following conclusions are drawn:1.Beijing subway station C has a certain capacity of emergency evacuation management.This is mainly because the station has formulated a plan to deal with emergencies.At the same time,China has issued a legal system for emergency management of subway emergencies,and the relevant system of emergency management of subway in Beijing has gradually formed.2.According to the survey results,although Beijing subway station C has made some achievements in emergency evacuation management,there are still some deficiencies as follows: the current emergency evacuation related system is not reasonable;the actual operation is lack;there is no flexible emergency linkage mechanism and the emergency management law needs to be improved.3.In addition to the rail operators,the emergency evacuation management of rail transit involves many organizations and departments,such as the government,fire control,public security,and even the military,especially the local government,which not only supervises the formulation of the emergency evacuation system of the subway operators,but also participates in the management,so as to realize the effectiveness of the enterprises and the government.Cooperate to improve the level of emergency evacuation management of subway and further reflect the importance of emergency evacuation management of subway.At the same time,the local government shall formulate a reasonable emergency management system of rail transit based on the actual situation of local subway-relevant laws of rail transit emergency management,and realize emergency disposal with rail transit operation enterprises.We should establish a professional emergency evacuation team to realize the effectiveness of the emergency evacuation management system and ensure the safety of the people. |
