Analysis Of Construction And Allocation Model Of Community Emergency Volunteer Service Station In Beijing

Emergency volunteers are an important part of community emergency management and disposal system,which effectively supplement the government’s professional emergency rescue system.However,at present,China’s emergency volunteers lack the professional knowledge and skills,the low level of emergency volunteer service organization,weak sustainable development,and low activity level,which seriously restricts the improvement of grassroots emergency rescue level.The "Emergency System Development Plan for the "Thirteenth Five-Year Plan"period issued by Beijing" proposes to build 700 functional emergency volunteer service stations in the city,aiming at strengthening community emergency volunteer management and regional emergency volunteer service based on community emergency volunteer service stations.Guarantee.However,there is no relevant construction standards and allocation site selection for emergency volunteer service stations,To some extent,it restricts the construction of emergency volunteer service station.Based on this,this study has important practical significance for improving the Beijing emergency volunteer service system.Under the guidance of the theoretical basis of community governance and risk management,the content of the article mainly includes:First,based on studying the concepts of volunteers and volunteer services,the definition of related concepts of emergency volunteer service stations is proposed.Secondly,through the literature and data to study the development status of emergency volunteer service stations and emergency volunteers at home and abroad,the configuration and functions of different forms of emergency volunteer service stations in Germany,Japan,Guangzhou and Xi’an are analyzed.On this basis,relying on the Beijing Volunteer Service Federation to conduct a questionnaire survey on the construction of emergency volunteer service stations for 990 registered emergency volunteers in Beijing,and to launch the Beijing Emergency Volunteer Home,Beijing Red Star Rescue Team,and Sichuan Flood Relief Team.The field research of the three places has mastered the construction and configuration requirements of emergency volunteer service stations from various angles.Thirdly,from the function configuration of the emergency volunteer service station,the hardware configuration of the emergency volunteer service station,the operation configuration of the emergency volunteer service station,and the emergency volunteer service station’s management function for the emergency volunteers,the construction and configuration of the emergency volunteer service station will be carried out.analysis.Complete the basic points of the Beijing Emergency Volunteer Service Station.Fourth,Based on the matching of emergency volunteers,emergency volunteer service stations and regional emergency needs,this paper analyzes the quantitative relationship between community risk,emergency volunteers and emergency volunteer service stations,and deduces the site allocation model and emergency volunteer allocation model of emergency volunteer service stations.The emergency volunteer service station and the emergency volunteers jointly linked the anti-risk optimization location model and the emergency volunteer service station evaluation model.Finally,taking Dongcheng as an example,the paper verifies the evaluation of the number of emergency volunteer service stations,the location coordinates of service stations and the rationality of the layout.The model can be used to serve the construction of 700 emergency volunteer service stations in Beijing.
