A Study On The Reform Of Discipline Inspection And Supervision System In China In The New Era

Since the 18th CPC national congress,the CPC central committee with comrade Xi Jinping as the core has attached great importance to the party’s self-improvement.It has put forward the important guiding principle of "governing the country must first run the party,and governing the party must be strict".After a long period of unremitting efforts,the anti-corruption work has won a landslide victory,making the party style and government style take on a new look.How to realize the long-term and effective supervision of the ruling party is a major challenge and difficulty facing our party.The third plenary session of the 18th central committee of the communist party of China(CPC)put forward the idea of strengthening institutional innovation and institutional guarantee against corruption.The 19th Communist Party of China National Congress put forward the construction of a centralized,unified,authoritative and efficient national supervision system,which is of great significance for promoting the modernization of the country’s governance system and governance capacity,effectively realizing the full coverage of supervision over all public officials,exercising public power,and ensuring that party discipline and state law are integrated and followed.It is a major innovation in the theory and practice of socialist supervision with Chinese characteristics.Based on the theory of the reform of discipline inspection and supervision system,guided by Xi Jinping’s important discussion on the reform of discipline inspection and supervision system,this paper deeply analyzed the necessity and problems of the reform of discipline inspection and supervision system,systematically summarized the successful experience and rules of the reform,and made a prospect for further deepening the reform.The introduction mainly discussed the background,research significance,research overview and basic framework of this paper.The first part systematically summarized the thoughts of Marx,Engels and Lenin on inner-party supervision and state supervision,and summarized the important expositions of disciplinary inspection and supervision by Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao,Xi Jinping and other party and state leaders.The second part analyzed the shortcomings of discipline inspection and supervision in China before the 18th CPC national congress and expounded the necessity of the reform of discipline inspection and supervision system in the new era.The third part systematically summarized the successful experience of the reform of discipline inspection and supervision system in China in the new era,and discussed the improvement of the inspection system,the integration of discipline inspection and supervision institutions,the party’s discipline inspection system and the reform of the state supervision system.The fourth part expounded the concrete results of the reform of discipline inspection and supervision system in China,and analyzed the problems and deficiencies faced by the current reform.Starting from "deepening reform and innovating the system,preventing and solving corruption at the source,insisting on equal emphasis on education,system,and supervision,insisting on" three integrations",strengthening the discipline inspection and supervision of cadre team construction,in order to win the battle against poverty,"Building a well-off society in an all-round way and providing strong institutional guarantees" were prospected and suggestions were made.
