Research On Strengthening Daily Supervision Of Discipline Inspection And Supervision At County Level Under The Reform Of Discipline Inspection And Supervision System

The third plenary session of the 19 th Central Commission for Discipline Inspection stressed that discipline inspection and supervision organs should develop new systems and mechanisms for disciplinary inspection and supervision,implement supervision responsibilities in detail,and focus on exploring innovation and achieving breakthroughs in regular.This requirement is a deep thinking and highly concise reflection on the practical experience of managing the party since the 19 th CPC National Congress,and it also guides the direction of discipline inspection and supervision work in the future.Day-to-day supervision highlights the source governance,emphasizing moving the supervision pass forward,integrating the supervision power,and conducting the "four forms" of supervision and discipline to change from "punishing the few" to "controlling the majority".Doing daily supervision real and fine urges all party members and cadres and public officials performing public power to consciously prevent and correct "signal" and "unfavorable trends problems",create a good political ecology,and realize the unity of political effect,discipline effect and social effect.The purpose of this study is to provide some references for discipline inspection and supervision organs to achieve forward supervision and improve the quality and efficiency of daily supervision by analyzing the problems of daily supervision.The study starts from the reform of the discipline inspection and supervision system,defines the supervision key points of the discipline inspection and supervision organs under the new situation through literature analysis,leads to the new concept of daily supervision,and then uses the subject responsibility theory to analyze the political attribute and supervision responsibility of the discipline inspection and supervision organs.And on this basis,this paper analyzes the current situation of the daily supervision of the J County Discipline Inspection Commission by case analysis,and finds out the problems existing in the daily supervision of the county,such as the implementation of the "two responsibilities" is not in place,the operation of the daily supervision mechanism is not smooth,the deviation between the daily supervision and the expected goals,and the actual effect of the daily supervision needs to be further improved.This paper compares the problems from the perspectives of cognition,system and mechanism,ways and methods,and the quality of cadres,and analyzes the reasons.Then,conducts the theory of subject responsibility and the theory of power supervision and constraint combines the working practice.It is concluded that strengthen the daily supervision,the grass-roots discipline inspection and supervision organs should promote the connection of all kinds of supervision,build a "full coverage" supervision pattern,improve the quality and efficiency of supervision by means of science and technology,and promote the construction of the contingent of discipline inspection cadres.
