| Veteran cadres,with rich experience and wisdom,have made indelible contributions to the revolution,construction,reform and opening-up of China.They are valuable fortunes of the party and the country.With the passage of time,veteran cadres go through various new changes in personnel structure,views and values,activity modes,etc.Service and management of veteran cadres enters the transition period,and is faced up with great challenges in development.At present,much experience in the service and management of veteran cadres still remain in the past,with theoretical research and methodological guidance lagging behind the needs of the current situation.Therefore,it has become an important topic to be studied urgently by the relevant functional departments on how to take effective measures to lift the quality and efficiency of service and management of veteran cadres.This dissertation takes the service and management of veteran cadres in GY city as the research object.Based on the basic theoretical knowledge of public management,such as the hierarchy of needs theory,new public service,new public management and human-oriented management,and through reading literature materials,the connotation and characteristics of the service and management of veteran cadres are clarified.Through the issuance of questionnaires,the retired cadres’ physical condition,psychological demand and their evaluation of the service and management level in GY city are grasped.By analyzing the survey data,it is found that backward system and lack of innovation;insufficient service sophistication and weak information base;inadequate attention paid to cultural endowment and insufficient role played by the veteran cadres,and weak service management team are the 4 main problems.In the meantime,lack of attention,obsolete service and management concept,failure to integrate into the overall situation of economic and social development,and weak unit function of management department of veteran cadres are the 4 main factors influencing the service and management level of veteran cadres in GY city.In the end,this dissertation puts forwards 4 countermeasures for the above-mentioned problems to optimize the service and management level of veteran cadres,including improving management system,innovating ideas to improve the accuracy of service and management,building platforms and guiding veteran cadres to play positive role,and transforming and constructing teams. |
