Retired veteran cadres witnessed and participated in China’s socialist revolution,construction,reform development and other important historical periods and made greatcontributions,and it’s a kind of group that the party and the country attach great importance to and cherish.With the increasingaging of our population,the structure of retired veteran cadres has changed obviously,the number of oldly retire veteran cadre is decreasing,and the number of newly retired veteran cadres is increasing.The working department that undertake the service and management tasks of the retired veteran cadres are facing the urgent requirements of function adjustment and transformation and development.At the same time,influenced by the transformation of the economic system,the reform of the pension system,family member development,the acceleration of urbanization and other factors,the living areas of retired veteran cadres are more dispersed,the mobility of groups is continuously enhanced,the traditional concept of providing for the aged has undergone profound changes,and the individual service needs are increasingly complex,the objective environment and realistic conditions for the service and management of retired veteran cadres will continue to be more stringent,relying solely on the former units of retired veteran cadres and old cadre work departments to carry out service management work can not effectively meet the actual demands of retired veteran cadres.Therefore,strengthen the management of retired veteran cadres of the community service work,to the community as a platform,using public service resources exploration to promote service for retired veteran cadres management work,to develop and perfect accords with the situations of the new era of social situation of retired veteran cadres service management policies and measures to effectively promote old cadre work change of system innovation,the function,performance,to accelerate the old cadre work high quality transformation development,and constantly improve our country social endowment service system,to advance the Chinese characteristic undertaking development,has very important theoretical and practical significance.Based on the disciplines of public management,community management and public policy,this paper uses the research methods of literature review,interview survey and statistical analysis.on the basis of a careful analysis of the development and changes of the old cadre work and the group of retired veteran cadres in S province since the establishment of the old cadre work system 37 years ago,in the form of field research and questionnaire survey,the methods and measures to promote the community service management of retired veteran cadres in some areas of S province were discussed in depth.On this basis,find out the existing problems,analyze the internal causes,the countermeasures and suggestions for further strengthening the community service management of retired veteran cadres in S province are put forward.Through the research,the main ideas formed in this paper are: 1.Community service management of retired veteran cadres should be promoted under the guidance and supervision of relevant government departments.2.The community service management of retired veteran cadres should focus on the actual needs of retired veteran cadres and take the grass-roots community as the platform to continuously expand the service projects,improve the service functions and the service level.3.The socialized management mode should be used to effectively integrate public service resources,so as to provide a good guarantee for the development of community service management for retired veteran cadres.There are also many deficiencies in the research work,including by the individual knowledge reserve as well as the theory ability level limits,to the retired veteran cadres community service management work research is still not comprehensive and in-depth.The scope of investigation is limited,the sample size is small,and the objectivity and representativeness of the statistical data and analysis conclusion are insufficient.Retired veteran cadres and old cadre work has a certain particularity,the research conclusions drawn in this paper focus more on practice,for the theoretical level of enrichment and expansion need to be strengthened,and so on.For the above deficiencies,The next step is to explore the community service management of retired veteran cadres through more comprehensive and systematic research.First,from the point of view of families and service personnel of retired veteran cadres,to have a comprehensive and multi-angle understanding of the problems and demands of the veteran comrades,so as to make the investigation and research more three-dimensional,representative and persuasive.Second,to further improve political standing,with a broader vision and more flexible thinking plan to promote the community service management of retired veteran cadres,looking for the road of community retirement for retired veteran cadres in line with local reality and the development of socialist undertakings for the aged with Chinese characteristics.
