To improve the efficiency of government public cultural service is to further improve the infrastructure of public cultural service and enrich the cultural connotation of socialism.Since the reform and opening up,China has continuously introduced a series of major decisions to promote the development of public cultural services.In the process of comprehensive and in-depth reform,the important direction of public cultural service system construction has been clearly proposed and basically implemented.However,in the process of the development of public cultural services in China,there are still some problems,such as the mismatch between supply and demand,low quality and lack of motivation to improve efficiency.The government should improve the efficiency of public cultural services,allocate the resources of public cultural services effectively,increase the precise supply,improve the efficiency of supply,and improve the efficiency of giving.Based on the above situation,this paper takes the public cultural service efficiency as the research object,takes the public service,public cultural service and Kano model as the theoretical basis,makes an empirical study on the improvement of the government’s public cultural service efficiency by using the relevant analysis tool of Kano model,and puts forward the corresponding improvement countermeasures.First of all,the paper describes the background and significance of the topic,and the literature review of the relevant research results as well as the concepts and theories related to the paper are explained.Secondly,using the above literature and theoretical research to construct the evaluation element system of public cultural service effectiveness and the concrete methods of empirical research are explained.The first step is to construct the evaluation element system of public cultural service efficiency.In this paper,from the perspective of the public,the dimensions of the SERVQUAL service quality gap model are divided.Based on the analysis of a large number of literatures,the Delphi method is used to design the evaluation elements of public cultural service effectiveness.The second step is to combine the evaluation elements of public cultural service efficiency with the Kano model,design the Kano questionnaire of the evaluation elements of government public cultural service efficiency,and conduct a preliminary survey.The third step is empirical research.With age as the basis,this paper investigated the baoshan district youth,middle-aged and elderly empirical investigation,will get the data through the Kano model analysis tools,it is concluded that different age groups of each evaluation factor Kano classification,and by using hybrid class analysis,Better--Worse index analysis and important degree of the questionnaire survey the Kano classification results are further optimized,and the following conclusions according to the results of the empirical data:(1)in view of the essential elements of the government to supply in place,to ensure the basic cultural needs of public satisfaction;(2)According to the expectation factors,the government should always follow up to meet the public’s needs in time;(3)For the category of charm elements,the government should pay high attention to them and supply them successively according to the actual situation;(5)For the nondifferentiated factors,the government should adjust them according to the trend changes;(4)For mixed elements,the government should consider the comparison and focus on supply.Finally,this paper from the demand expression way,the talent team construction,resource integration platform,elaborates the transformation management idea,by the public demand preference to public cultural content and the most urgent need money to the public and can greatly improve the satisfaction of the public cultural products and services for government performance of public cultural services put forward the beneficial reference.
