A Study On The Efficiency Of Grassroots Government’s Public Cultural Service

This paper studies the promotion of the effectiveness of grassroots government public cultural services.Modern public cultural service system is an important part of China’s cultural construction.In recent years,China’s public cultural service construction has made considerable progress.By 2017,China has basically achieved the coverage of urban and rural six-level public cultural service network.However,grass-roots,as a key and weak link in China’s public cultural services,has a problem of low efficiency in promoting the construction of a modern public cultural service system.At present,it is crucial to promote the modernization of national cultural governance,speed up the construction of modern public cultural service systems,and enhance the efficiency of grassroots government public cultural services.As the carrier of the public cultural service of the grass-roots government,the Cultural Station is the basic point for the achievement of basic public cultural service efficiency.It is enriching the cultural life of the grass-roots people,strengthening political identification,shaping public values,and improving the ideological and moral qualities and scientific and cultural qualities of grass-roots people.The aspect has important significance.This article uses the “ cultural station ” as the object of expression,uses the literature research method,case law,investigation method,according to the Ministry of Culture’s assessment of the efficacy of the cultural station and the author’s case investigation in Hubei Province,and according to the promotion logic of problem-measures,from the grassroots The practical problems existing in the effectiveness of the government’s public cultural services are taken into account.Through a deep description and analysis of the status and effectiveness of cultural services at the cultural sites,a strategy for improving the effectiveness of grassroots government public cultural services is specifically proposed.The study found that the current grassroots government’s public cultural services have many problems in infrastructure construction,cultural activities,talent team development,financial revenues and expenditures,etc.,and have a profound impact on the realization of the efficiency of grassroots public cultural services in China,specifically as public culture.The accessibility of service infrastructure is not high,the participation rate of the masses is low,the grassroots cultural talent team is full of specialized non-specialized stability,and the resource integration and utilization are low.The main reasons for this are the lack of government supervision,the structural contradiction between supply and demand,the poor selection and employment system,and the structural contradiction between fiscal revenue and expenditure.In order to enhance the effectiveness of grassroots government public cultural services,it is necessary to use the theory of cultural governance,new public management theory,and new public service theory as the theoretical basis,from the basic government level,the level of cultural institutions,the level of personnel development,the level of financial security,and the level of grassroots people.The parties started to reform and sought to improve the effectiveness of the public cultural service that is operational and suitable for the Chinese grassroots.Specifically,from the grassroots government level,it is necessary to continuously promote the reform and transformation of grass-roots governments,strengthen the cultivation of grassroots government’s cultural governance concepts,define basic government responsibilities,implement third-party assessment mechanisms,and enhance the autonomous vitality of cultural institutions;from the perspective of cultural institutions,Promote the reform of the supply side of cultural units,promote the effective docking of public cultural service supply and demand,and promote the deep integration of public culture and science and technology;from the perspective of talent development,we must continuously improve the talent team building,strengthen business training,and establish a scientific and standardized personnel incentive and assessment mechanism;In terms of financial security,it is necessary to build a diversified financial investment platform to optimize the structure of fiscal expenditure.At the level of mass participation,it is necessary to strengthen grass-roots people’s awareness of participation and improve the grass-roots people’s demand expression mechanism.
