| Since the opening of the 18 th National Congress of the Communist Party of China（CPC）,the CPC Central Committee with Comrade Xi Jinping at the core has integrated the modern public cultural service system into the "Four Comprehensives" strategic blueprint and China’s system of modern public cultural services has registered glorious achievements.To meet people’s rising spiritual and cultural demands,the government,in the course of increasing public financial support,formulated and issued a series of monumental policy measures,fueled the establishment of the new pattern of the supply of public cultural services positively guided by the government with the extensive participation of social sectors.In June2021,the Ministry of Culture and Tourism of the People’s Republic of China issued the Public Cultural Service System Construction Plan During the "Fourteenth Five-year Plan" Period and clearly took “building a complete construction pattern of the public cultural service system with the joint participation of the government,the market and the society” as one of the four targets of the system to be accomplished at the end of the period.Against this backdrop,the paper,based on the new theory of public services and the theory of coordinated governance and multi-center governance,and with a case study of Confucius Academy,a demonstration site of the construction of the public cultural service system of Guizhou Province,classified and summarized the exploration and practice of the main players,the content and the mechanism of the diverse,and adopts the combination of quantitative and qualitative methods,The basic research data are obtained by sorting out the relevant data and text materials of the multiple collaborative supply mechanism of public cultural services of Confucius Academy,in-depth interviews,questionnaires and other methods,and then the relative efficiency between the decision-making units of multiple capital inputs and outputs of Confucius Academy is evaluated by using the efficiency evaluation method of data envelopment analysis（DEA）to analyze the experience and problems of the diverse,coordinated supply mechanism of constructing and improving public cultural services,and explores the "optimal" scheme of multi capital input and output in the supply of public cultural services.The research shows that the realistic predicaments in the exploration into the diverse,coordinated supply mechanism of public cultural services are chiefly manifested in such aspects that: the conflicts between the diverse values of the main players of supply dampened the enthusiasm of diverse,coordinated supply;the differences of the diverse main players in the capabilities and levels of cooperation led to unbalanced development and frustrated the promotion of the efficiency of diverse,coordinated supply;unsuccessful information communication and exchanges resulted in inefficient integration of the advantageous resources of diverse main players.Accordingly,from the perspective of diversity and coordination,the present paper proposed the suggestion of further optimizing the diverse,coordinated supply mechanism of public cultural services.The first is to clearly define the role of diverse main players,demarcate the scope of rights and responsibilities and form the sound partnership macroscopically guided and promoted by the government,with enterprises as beneficial complement,social organizations playing important roles and active participation of the public;the second is to establish institutional guarantee,formulate pertinent incentive and indemnifying measures,improve performance supervision and management,set up the information communication platform and enhance the efficiency of diverse,coordinated supply in an all-round way;the third is to foster the coordinated culture oriented by public value and promote the joint development and coordinated governance of the diverse main players of public cultural services through the formation of the "self-discipline" awareness of diversity and coordination and the improvement of the "heteronomy" mechanism of diversity and coordination. |
